FTA with Latin Mercosur bloc could boost garment trade: BGMEA A trade agreement with Mercosur, a common trade bloc of five South American countries with more than $3 trillion in gross domestic product, could create huge garment export potential for Bangladesh, experts saidy. The comment came during a meeting between leaders of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) and Uruguayan Ambassador to Bangladesh Alberto Guani at the association office in Dhaka. BGMEA Senior Vice President Inamul Haq Khan highlighted various aspects of Bangladesh's garment industry and sought state-level cooperation to increase garment exports from Bangladesh to Uruguay.

Govt weighs import curbs, incentives to protect struggling local spinners The government is weighing a range of policy options – including tighter import controls, curbs on duty-free yarn imports and incentives to encourage the use of locally produced yarn – as it comes under growing pressure to protect domestic spinning mills from a surge in imported yarn, particularly subsidised supplies from India. Officials from the Bangladesh Trade and Tariff Commission (BTTC) met representatives of the Bangladesh Textile Mills Association (BTMA) and the country's two garment exporter bodies in Dhaka on Wednesday. While participants broadly agreed on the need to safeguard the textile value chain, no decision was reached amid sharp differences between mill owners and garment exporters.

ভারতীয় সুতা আমদানিতে শুল্ক আরোপ নিয়ে তৈরি পোশাক ও বস্ত্র খাতের ব্যবসায়ীরা মুখোমুখি অবস্থানে দেশীয় সুতাকলের সুরক্ষায় ভারত থেকে সুতা আমদানিতে ২০ শতাংশ সেফগার্ড শুল্ক আরোপের বিষয়ে বস্ত্রকল ও তৈরি পোশাকশিল্প মালিকেরা মুখোমুখি অবস্থান নিয়েছেন। ফলে পার্শ্ববর্তী দেশটি থেকে সুতা আমদানিতে শুল্ক আরোপের প্রক্রিয়ায় শুরুতেই একধরনের ধাক্কা লেগেছে। বস্ত্রকল মালিকদের সংগঠন বিটিএমএর নেতারা বলছেন, সরকার থেকে প্রণোদনা পাওয়ায় ভারতের স্পিনিং মিলগুলো (সুতার কল) বাংলাদেশে সস্তায় সুতা রপ্তানি করছে। এতে বাংলাদেশের স্পিনিং মিলগুলোর বিক্রি কমছে। বন্ধ হচ্ছে মিল। অন্যদিকে পোশাকশিল্প মালিকদের দুই সংগঠন বিজিএমইএ ও বিকেএমইএর নেতারা বলছেন, ভারতীয় সুতায় বিধিনিষেধ দিলে পোশাকশিল্পের প্রতিযোগিতা সক্ষমতা কমবে।

মারকোসুর বাজারে পোশাক রপ্তানির প্রবেশদ্বার হতে পারে উরুগুয়ে দক্ষিণ আমেরিকার প্রভাবশালী বাণিজ্যিক ব্লক, মারকোসুর বাজারে বাংলাদেশ থেকে পোশাক রপ্তানির ক্ষেত্রে উরুগুয়ে ‘গেটওয়ে’ বা প্রধান প্রবেশদ্বার হতে পারে। এমনটাই মনে করে বাংলাদেশ পোশাক প্রস্তুতকারক ও রপ্তানিকারক সমিতি (বিজিএমইএ)। বৃহস্পতিবার (৮ জানুয়ারি) বাংলাদেশে নিযুক্ত উরুগুয়ের রাষ্ট্রদূত আলবার্তো গুয়ানি বিজিএমইএ পরিদর্শনে এলে এ ব্যাপারে অভিমত প্রকাশ করেন বিজিএমইএ নেতারা। বিজিএমইএ এর সিনিয়র সহ-সভাপতি ইনামুল হক খানের নেতৃত্বে সংস্থাটির পক্ষ থেকে আলোচনায় আরও অংশ নেন পরিচালক শাহ রাঈদ চৌধুরী, পরিচালক সুমাইয়া ইসলাম এবং পরিচালক শেখ হোসেন মোহাম্মদ মোস্তাফিজ। সভায় আরও উপস্থিত ছিলেন বাংলাদেশে উরুগুয়ের অনারারি কনসাল মোস্তফা কামরুস সোবহান। সভায় দ্বিপাক্ষিক বাণিজ্য, বিনিয়োগ এবং এলডিসি গ্র্যাজুয়েশন পরবর্তী চ্যালেঞ্জ মোকাবিলায় পারস্পরিক সহযোগিতা নিয়ে বিস্তারিত আলোচনা হয়।

BGMEA, BKMEA and BTMA seek balanced tariff policy Entrepreneurs and leaders of BGMEA, BKMEA and BTMA have called on the government to adopt a balanced tariff policy to resolve the ongoing dispute over yarn imports, aiming to make both the readymade garment (RMG) and spinning sectors more competitive in the export market. The call came during a meeting at the Bangladesh Trade and Tariff Commission (BTTC) on Thursday. BGMEA, BKMEA and BTMA leaders, including Shamim Islam, BTMA Vice President; Md. Saleudh Zaman Khan (Jitu), Managing Director of NZ Tex Group; former BTMA Director Razib Haider Munna; BTMA Director and Managing Director of Badsha Group Badshaha Mia; NR Group Managing Director Mokhlesur Rahman; BGMEA First Vice President Selim Rahman; BGMEA Vice President Shehab Udduza Chowdhury; BKMEA President Mohammad Hatem and BKMEA Executive President Falee Shamim Ehsan, were present at the meeting.

যুক্তরাষ্ট্রকে ২০ শতাংশ শুল্ক কমানোর প্রস্তাব খলিলুর রহমানের যুক্তরাষ্ট্রের ওয়াশিংটন ডিসিতে মার্কিন বাণিজ্য প্রতিনিধি (ইউএসটিআর) রাষ্ট্রদূত জেমিসন গ্রিয়ারের সঙ্গে বৈঠক করেছেন বাংলাদেশের জাতীয় নিরাপত্তা উপদেষ্টা ড. খলিলুর রহমান। এ ছাড়া তিনি সহকারী ইউএসটিআর ব্রেন্ডান লিঞ্চের সঙ্গেও পৃথক বৈঠক করেন। বৈঠকে যুক্তরাষ্ট্রকে পারস্পরিক শুল্ক ২০ শতাংশ কমানোর প্রস্তাব দেন খলিলুর রহমান। বৃহস্পতিবার বিকেলে রাষ্ট্রদূত গ্রিয়ারের সঙ্গে বৈঠকে খলিলুর রহমান বাংলাদেশ ও যুক্তরাষ্ট্রের মধ্যে বাণিজ্য ঘাটতি কমানোর ক্ষেত্রে অগ্রগতির বিষয়টি তুলে ধরেন।

RMG exporters worry over possible order shift Apparel exporters have raised concerns that the government's proposed 20 per cent safeguard duty on yarn imports, aimed at protecting local spinning mills, could push buyers to shift orders to other countries. According to industry sources, some buyers have already expressed worries as they have nominations to import yarn from Indian spinners due to lower production costs. "If the government makes such a decision, it will push up production costs and may force buyers to move orders abroad," says Urmi Group Managing Director Asif Ashraf. He says restricting imports is illogical in a free-market economy. The government could study the reasons behind the loss of price competitiveness of local spinners, he also says.

বড় মন্দায় পোশাকশিল্প বাংলাদেশ অ্যাপারেল এক্সচেঞ্জ লিমিটেডের ব্যবস্থাপনা পরিচালক ও বিজিএমইএর সাবেক পরিচালক মহিউদ্দিন রুবেল বলেন, ‘বিশ্ববাজারে রাজনৈতিক ও অর্থনৈতিক অস্থিরতার কারণে সাময়িকভাবে বাংলাদেশের রপ্তানি মন্দা দেখা দিয়েছে। তবে বিভিন্ন উদ্ভাবনী উদ্যোগ, ডিজিটাল মার্কেটিং এবং নতুন বাজারে প্রবেশের মাধ্যমে পুনরুদ্ধারের সম্ভাবনা রয়েছে। বিশেষ করে ইউরোপ এবং যুক্তরাষ্ট্রের বড় বাজারে চাহিদা বাড়াতে দ্রুত উদ্যোগ নিতে হবে।’ তিনি আরও বলেন, ‘রপ্তানি খাতের জন্য সরবরাহ চেইন, উৎপাদন ব্যয় এবং আন্তর্জাতিক বাজারের পরিবর্তনশীল চাহিদা অত্যন্ত গুরুত্বপূর্ণ। শিল্পপ্রতিষ্ঠানগুলোকে এ বিষয়ে সচেতন হয়ে দ্রুত পদক্ষেপ নিতে হবে।’

যুক্তরাজ্যের বাজারে তৈরি পোশাকে শুল্কমুক্ত সুবিধা পেল শ্রীলঙ্কা যুক্তরাজ্যের উদার বাণিজ্যনীতির আওতায় ১ জানুয়ারি থেকে সে দেশের বাজারে বড় ধরনের শুল্কমুক্ত রপ্তানি সুবিধা পাচ্ছেন শ্রীলঙ্কার তৈরি পোশাক উৎপাদকেরা। কলম্বোয় ব্রিটিশ হাইকমিশন এ তথ্য নিশ্চিত করেছে। সংশোধিত নীতিমালা অনুযায়ী, শ্রীলঙ্কার উৎপাদকেরা এখন থেকে বিশ্বের যেকোনো দেশ থেকে শতভাগ কাঁচামাল সংগ্রহ করতে পারবেন এবং একই সঙ্গে যুক্তরাজ্যে পণ্য রপ্তানির ক্ষেত্রে শুল্কমুক্ত সুবিধা পাবেন। ব্রিটিশ হাইকমিশনের এক বিবৃতিতে বলা হয়, নতুন নিয়মে উৎপাদন প্রক্রিয়ার শর্ত অনেক শিথিল করা হয়েছে। আগে নিয়ম ছিল, পোশাক তৈরির অন্তত দুটি বড় ধাপ বা প্রক্রিয়া অবশ্যই শ্রীলঙ্কার ভেতরে সম্পন্ন হতে হবে। এখন সেই বাধ্যবাধকতা আর থাকছে না।
