On 05 February 2026, the 6th meeting of the Working Committee formed to resolve complexities related to customs bond operations was held. The meeting was attended by Mohammad Hasmat Ali, Commissioner of Customs Bond Commissionerate, Dhaka (South); Mia Md. Abu Obaida, Commissioner of Dhaka (North); and Md. Mahfuzul Haque Bhuiyan, Commissioner of Chattogram.
On behalf of BGMEA, Faisal Samad, Director, represented the association and strongly highlighted the key practical challenges faced by the readymade garment sector, calling for effective and timely solutions.
The key issues raised by him included:
• Approval for expedited release of FOC-imported goods based on certification from the Bond Commissionerate to overcome delays caused by revolving entitlement complications
• Resolution of complexities related to back-to-back LCs outside UD
• Acceleration of the HS code inclusion process through the CBMS software and faster disposal of submitted applications
• Prompt issuance of certification where HS code inclusion is not feasible
• Setting specific timeframes for completing procedures at bond and customs houses/stations
• Simplification of subcontracting-related procedures
