BKMEA requests to allow few staff at factories for maintenance The Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) sent a letter to Narayanganj's deputy commissioner, seeking his assistance to allow some staff at the knit factories to ensure safety and maintenance works during the lockdown. In the letter, BKMEA mentioned that they kept the production of the factories shut as per the government directives. However, the exporters' body said it is mandatory to keep some staff inside the factories to ensure safety and maintenance works; otherwise, the machines could go out of order due to a long time closure.

কঠোর বিধিনিষেধ বাড়বে কি না সিদ্ধান্ত আজ দেশের বর্তমান করোনা সংক্রমণের সার্বিক পরিস্থিতি নিয়ে মঙ্গলবার সরকারের শীর্ষ পর্যায়ে এক সভা অনুষ্ঠিত হবে বলে জানিয়েছেন মন্ত্রিপরিষদ সচিব খন্দকার আনোয়ারুল ইসলাম। বিধিনিষেধ আরও কঠোর বা বাড়ানো হবে কি না- এ নিয়ে সভায় সিদ্ধান্ত নেওয়া হবে বলে তিনি জানান। সোমবার (২৬ জুলাই) প্রধানমন্ত্রী শেখ হাসিনার সভাপতিত্বে মন্ত্রিসভার ভার্চ্যুয়াল বৈঠক শেষে সচিবালয়ে সাংবাদিকদের ব্রিফিংকালে তিনি এ কথা জানান। মন্ত্রিপরিষদ সচিব বলেন, স্বরাষ্ট্রমন্ত্রীর সভাপতিত্বে সচিবালয়ে মঙ্গলবার দুপুর দেড়টায় শীর্ষপর্যায়ের একটা মিটিং অনুষ্ঠিত হবে। এতে সারাদেশের করোনা সংক্রমণের সামগ্রিক পরিস্থিতি পর্যালোচনা করা হবে। বিধিনিষেধ আরও কঠোর বা বাড়ানো হবে কিনা- এ নিয়ে সভায় সিদ্ধান্ত নেওয়া হতে পারে।

RMG workers may face the brunt of factory closure Readymade garment workers may get paid less than their usual salaries and the payments could be late if the factories remain closed until 5 August owing to the coronavirus lockdown, said apparel makers. "We have been requesting the government to allow factory reopening on 1 August. Otherwise, many factories may go for labour law provisions on payments and holidays," said Faruque Hassan, president of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA). According to the law, factory owners have to pay the previous month's salaries within the first seven working days of the next month. The law allows owners 50% payment to employees of their regular wages if factories are closed due to any unprecedented incident such as a pandemic-led lockdown. The BGMEA president said if the government allows them to reopen on 1 August, the association would request its members to consider the last four-five days of July as additional vacations to the Eid holiday.

বন্দর চেয়ারম্যানকে চিঠি সিঅ্যান্ডএফ এজেন্টদের: অফডক থেকে কন্টেইনার খালাসে হয়রানির আশঙ্কা চট্টগ্রাম বন্দরের কন্টেইনার জট নিরসনে জাতীয় রাজস্ব বোর্ডের (এনবিআর) অনুমতির পর সব ধরনের আমদানি পণ্য বেসরকারি কন্টেইনার ডিপোতে পাঠানো শুরু হয়েছে। তবে বেসরকারি কন্টেইনার ডিপো থেকে অননুমোদিত কন্টেইনার খালাসে হয়রানির আশঙ্কা করছেন সিঅ্যান্ডএফ এজেন্টরা। গতকাল সোমবার চট্টগ্রাম বন্দর কর্তৃপক্ষের চেয়ারম্যান বরাবরে পাঠানো চিঠিতে সিঅ্যান্ডএফ এজেন্টসের সাধারণ সম্পাদক আলতাফ হোসেন বাচ্চু বলেন, বেসরকারি আইসিডি থেকে খালাসযোগ্য পণ্যের কন্টেইনার স্থানান্তরে স্বাভাবিক সময়েই বিলম্ব হয়। ৩ হাজার থেকে ৫ হাজার একক কন্টেইনার চট্টগ্রাম বন্দরে পড়ে থাকে। শুল্ক কর্তৃপক্ষের অনুমতি নিয়ে তা চট্টগ্রাম বন্দর থেকে খালাস নিতে হয়। তার ওপর অতিরিক্ত পণ্য স্থানান্তরের সুযোগ দেওয়া হলে আরও জটিল আকার ধারণ করবে। বর্তমান লকডাউন চলাকালীন গণপরিবহন বন্ধ থাকায় সিঅ্যান্ডএফ এজেন্টদের হয়রানির সীমা থাকবে না।

More linkage industries, SEZs stressed for sustainable LDC graduation Speakers at a webinar on Monday laid emphasis on upgrading hard and soft business infrastructures, encouraging linkage industries and establishment of special economic zones, and Active Pharmaceutical Ingredient park for smooth and sustainable graduation of Bangladesh from LDC status by 2026. They also advocated for the establishment of more fashion design institutes; raising competitiveness by increasing productivity and reducing the cost of production; improving business climate and trade facilitation system for sustainable LDC graduation. They said permanent graduation from the LDC status would be a recognition of the real development of the country and the living standards of the people, although Bangladesh will face many challenges. The experts said this at the virtual webinar on ‘‘LDC graduation: Challenges and Opportunities’’ organised by the Institute of Chartered Accountants of Bangladesh (ICAB) on Monday.

বিধিনিষেধে কারখানা খুললে কঠোর ব্যবস্থা ॥ ফরহাদ চলমান কঠোর বিধিনিষেধ উপেক্ষা করে কলকারখানা চালু রাখার প্রমাণ পেলে সংশ্লিষ্টদের বিরুদ্ধে আইনানুগ ব্যবস্থা নেয়া হবে বলে জানিয়েছেন জনপ্রশাসন প্রতিমন্ত্রী ফরহাদ হোসেন। সোমবার মন্ত্রিসভার বৈঠক শেষে সাংবাদিকদের এক প্রশ্নের জবাবে ফরহাদ হোসেন বলেন, যেহেতু গার্মেন্টস ও রফতানিমুখী কলকারখানাগুলো বন্ধ রেখেছি, লাখ লাখ শ্রমিক আসা-যাওয়া করত, সেগুলো কমেছে। এগুলো ছাড়াও আরও বিভিন্ন কারণ আছে, যে কারণে মানুষ বাইরে আসছে। অযৌক্তিক কারণে বের হলে কিন্তু আইনের সম্মুখীন হতে হচ্ছে। এছাড়া হাসপাতাল থেকে শুরু করে জরুরী সেবার সঙ্গে সম্পৃক্ত মানুষ বাধাহীনভাবে চলাফেরা করতে পারছে। পোশাক কারখানা খুলে দেয়ার বিষয়ে কোন চিন্তা-ভাবনা এখন পর্যন্ত নেই বলেও জানান জনপ্রশাসন প্রতিমন্ত্রী।
