Sonali Bank to assist BGMEA to revive Ctg RMG industry Sonali Bank Limited has pledged work with the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) to revive Chattogram's readymade garments (RMG) sector. Sonali Bank Chattogram General Manager Md Ali Ashraf Abu Taher assured the BGMEA leaders at a meeting held at of BGMEA Chattogram on Sunday. "In the past, different garment factories have been wrecked due to strikes, blockades, political instability, economic slump, non-repatriation of genuine export value, and cancellation of purchase orders," said BGMEA First Vice President Syed Nazrul Islam. He requested Sonali Bank's sincere cooperation in resolving the liabilities of the concerned apparel industries. At the meeting, BGMEA Director M Ahsanul Hoque, former director SM Sajedul Islam, owners of the sick garment industry, and higher officials of Sonali Bank were present.

আইসিডিতে চার্জ বৃদ্ধি: অতিরিক্ত অর্থ আদায়ের সমাধান চায় বিজিএমইএ বন্দর নগরী চট্টগ্রামের অভ্যন্তরীণ কনটেইনার ডিপোগুলোর (আইসিডি) বিরুদ্ধে অতিরিক্ত অর্থ আদায়ের অভিযোগ উঠেছে। আর এ অভিযোগ এসেছে দেশের মোট রফতানি আয়ের ৮০ শতাংশের বেশি অর্জন করা তৈরি পোশাক খাতের পক্ষ থেকে। খাতসংশ্লিষ্টরা বলছেন, আইসিডি নীতিমালার তোয়াক্কা না করে নানা অজুহাতে বিভিন্ন ধরনের চার্জ বাড়ানো হয়। এতে বিশ্ববাজারে প্রতিযোগিতার সক্ষমতা হারাচ্ছে রফতানি খাত। এসব সমস্যা সমাধানে সম্প্রতি চট্টগ্রাম বন্দর কর্তৃপক্ষের চেয়ারম্যানের কাছে চিঠি লিখেছেন বিজিএমইএ সভাপতি ফারুক হাসান। এ প্রসঙ্গে বিজিএমইএ সভাপতি ফারুক হাসান বণিক বার্তাকে বলেন, দেশের সার্বিক রফতানির স্বার্থে আইসিডির সঙ্গে আমাদের কাজ করতে হয়। ভবিষ্যতেও করতে হবে। তবে এ-সংক্রান্ত কোনো চার্জ বাড়ানোর প্রয়োজন হলে আমরা চাই সেটা যেন বন্দর কর্তৃপক্ষের নীতিমালা অনুযায়ী হয়। মূলত সে বিষয়টি নিশ্চিত করার অনুরোধই আমরা জানিয়েছি।

Textiles, apparel exports to US increase by 30.68pc: OTEXA According to the Office of Textiles and Apparel (OTEXA) of United States of America, the import volume of textiles and apparel from Bangladesh by the USA keeps growing with 30.68 per cent rise last year, reports UNB. The OTEXA recently published the monthly trade data of the United State of America for the period of January-November, 2021. The US import from Bangladesh during the mentioned period has increased by 30.68 per cent as compared to the same period of 2020, whereas their global import saw 25.43 per cent growth, said Bangladesh Garment Manufacturers and Exporters Association (BGMEA) director Mohiuddin Rubel on Sunday.

UN-WTO report underrated Bangladesh’s RMG progress, say manufacturers The recent UN-WTO joint report has underrated the progress of the Bangladeshi RMG sector in some cases, apparel manufacturers said, disagreeing with a few indicators that show Bangladesh behind Vietnam. Faruque Hassan, president of BGMEA, said that the report has marked some important areas for the sustained growth of the RMG industry.“However, in some cases the report, surprisingly, underrated the progress made by our industry in the past decade,” he added. He added that specifically, the report mentioned environmental compliance related risks as a downside for sourcing from Bangladesh. “But the industry has made a huge stride to transform workplace safety, workers’ wellbeing, and environmental sustainability; the rating seems to be inappropriate,” he added.

Checked, striped fabrics weak spot of RMG business Bangladesh’s apparel sector is facing a huge gap between demand for and supply of yarn-dyed fabrics known as checked and striped shirting clothes as textile businesses are reluctant to establish the fabric manufacturing units due to high costs and the absence of uninterrupted gas and power supply. ‘Production units for woven fabrics are not increasing in the country due to high project costs,’ Md Shahidullah Azim, BGMEA vice-president, told New Age. He said that the government should extend low-cost finance for strengthening the backward linkage to tap the potential of global export market. He said that Bangladesh textile sector produced checked and striped fabrics in negligible quantity and hopefully the production would increase in the coming months as the sector received $2.5 billion new investments.

In this circular economy, there will be no more waste, as resources will be reused again and again. A circular economy is needed to ensure the world has enough raw materials for all form of necessary production; to decrease dependence on other countries for raw material sourcing; to try and reuse Products that used to be discarded and incinerated, as a source of raw materials in the future, to reduce negative Impact on the environment.

মার্কিন বাজারে গার্মেন্টস: প্রতিযোগীদের পেছনে ফেলে এগোচ্ছে বাংলাদেশ এ বিষয়ে বিজিএমইএ সহসভাপতি শহিদুল্লাহ আজিম সময়ের আলোকে বলেন, মার্কিন বাজারে পোশাক রফতানি বৃদ্ধির প্রধান কারণ চীনের সঙ্গে মার্কিন ব্যবসায় ভাটা। এ ছাড়া ভিয়েতনামে লকডাউনের কারণে তাদের অর্ডার কমেছে, মিয়ানমারে সামরিক সরকারের কারণে সেখান থেকেও পোশাক কেনা কমিয়েছে দেশটি। এসব দেশের অনেক অর্ডার আমাদের দেশে এসেছে। তিনি আরও বলেন, মার্কিন বাজারে শীর্ষে যাওয়ার সুযোগ আছে, আমরা চেষ্টা করতে পারি। এ বিষয়ে বিজিএমইএ’র পরিচালক মহিউদ্দিন রুবেল সময়ের আলোকে বলেন, মার্কিন বাজার আমাদের কাছে খুবই গুরুত্বপূর্ণ। গত দুবছর করোনার মহামারিতে পোশাক রফতানি অনেক ধাক্কা খেয়েছে। সেখান থেকে আমরা ঘুরে দাঁড়ানোর চেষ্টা করছি। সঙ্কট কাটিয়ে যখন স্বাভাবিক হচ্ছিল পরিস্থিতি ঠিক তখনই মার্কিন যুক্তরাষ্ট্র চীন থেকে পোশাক ক্রয়ও কমিয়ে দিয়েছে। আর আমাদের জন্য সেটি সুযোগ করে দিয়েছে। আমরা আমাদের পোশাকের প্রধান বাজারটিতে প্রবৃদ্ধির এই উচ্চ ধারা অব্যাহত রাখতে চাই।

যোগ্য সবাই প্রণোদনা পাবে: অর্থমন্ত্রী করোনাভাইরাস মহামারিতে ব্যাবসায়িক ক্ষতি কাটিয়ে উঠতে সরকারের আর্থিক প্রণোদনার সুবিধা সবাই পাবে বলে জানিয়েছেন অর্থমন্ত্রী আ হ ম মুস্তফা কামাল। অর্থনৈতিক ও ক্রয়সংক্রান্ত মন্ত্রিসভা কমিটির বৈঠক শেষে রোববার ভার্চুয়াল সংবাদ সম্মেলনে সাংবাদিকদের প্রশ্নের জবাবে তিনি এ কথা বলেন। সম্প্রতি এফবিসিসিআইয়ের এক সভায় মাঠপর্যায়ের ব্যবসায়ীরা সবাই প্রণোদনা পায়নি বলে অভিযোগ তুলেছেন। এ বিষয়ে দৃষ্টি আকর্ষণ করা হলে অর্থমন্ত্রী বলেন, ‘আমরা যেসব প্রণোদনা প্যাকেজ দিয়েছি যোগ্য সব ব্যবসায়ী তা পাবেন। যেসব শর্ত দেয়া হয়েছে সেগুলো পূরণ করতে পারলে অবশ্যই তাদের প্রণোদনা দেয়া হবে। আমি মনে করি, এটা নিয়ে যে ভুল-বোঝাবুঝি হয়েছে তা নিরসন হবে।’

পোশাক শিল্পের নিরাপত্তায় আইএলও ও বিজিএমইএ একসাথে কাজ করবে বাংলাদেশের পোশাক শিল্পে কর্মক্ষেত্রে নিরাপত্তা কর্মসূচি অব্যাহত রাখার ব্যাপারে একযোগে কাজ করবে আন্তর্জাতিক শ্রম সংস্থা (আইএলও) এবং বাংলাদেশ পোশাক প্রস্তুতকারক ও রপ্তানিকারক সমিতি (বিজিএমইএ)। রোববার ঢাকায় পোশাক শিল্পের কারখানাসমুহের নিরাপত্তা কমিটির সক্ষমতা বৃদ্ধির জন্য আইএলও এবং বিজিএমইর মধ্যে একটি চুক্তি সই হয়েছে। বিজিএমইএ সভাপতি ফারুক হাসান, আইএলও পোশাক শিল্পে কর্মপরিবেশ উন্নয়ন কর্মসূচির প্রধান কারিগরী উপদেষ্টা জর্জ ফলার, বিজিএমইএ সহসভাপতি মো. নাসির উদ্দিন এবং আইএলও বাংলাদেশের উচ্চ পদস্থ কর্মকর্তারা চুক্তি সই অনুষ্ঠানে উপস্থিত ছিলেন।

Illegal ICD charges increasing business costs: BGMEA Last week, BGMEA sent a letter to the Chattogram Port Authority demanding cancellation of the charge.The letter, sent by BGMEA President Faruque Hassan to the Chattogram Port Authority chairman on January 17, stated that the ICDs are illegally collecting carton unloading charges (Tk5,000 per truck of small cartons) and landing charges, which is outside the ICD policy, ultimately increasing the business cost. As a result, Bangladesh is losing its competitiveness globally. Shahidullah Azim, vice president of BGMEA, told The Business Standard, "In other countries of the world, the responsibility of the exporters ends with delivering goods to the port."

ওমিক্রনের নেতিবাচক প্রভাব: রপ্তানি আদেশ কমছে, ব্যবসায় অস্থিরতা এ বিষয়ে বাংলাদেশ পোশাক প্রস্তত কারক ও রপ্তানিকারক সমিতির (বিজিএমইএ) সহ-সভাপতি শহিদুল্লাহ আজিমের সঙ্গে যুগান্তরের কথা হয়। তিনি বলেন, কয়েক মাস আগেও যেভাবে অর্ডার এসেছে, ওমিক্রনের সংক্রমণ বৃদ্ধিতে তা কমতে শুরু করেছে। পুরোনো অর্ডার নিয়ে এখন গার্মেন্ট মালিকরা চিন্তিত। তবে আশার কথা হচ্ছে, এখনো অর্ডার বাতিল করার কোনো খবর আসেনি। বিদেশি ক্রেতারা পরিস্থিতি পর্যবেক্ষণ করছেন বলে মনে হয়। তিনি আরও বলেন, ওমিক্রনের ভীতির কারণে কারখানায় পোশাক শ্রমিকদের উপস্থিতির সংখ্যা কমে গেছে। এ কারণে পোশাক তৈরিতে ধীর গতি দেখা দিয়েছে। রপ্তানিতে এটিও একটা সতর্ক সংকেত হতে পারে।

মন্ত্রিপরিষদে নতুন আমদানিনীতি: থাকছে সুযোগ, কড়াকড়ি তিন বছর মেয়াদি নতুন আমদানিনীতি আদেশ চূড়ান্ত হয়েছে। উন্নয়নশীল দেশে উত্তরণের প্রস্তুতি গ্রহণ এবং সম্ভাব্য চ্যালেঞ্জ মোকাবিলায় সক্ষমতা বাড়াতে এই নতুন নীতি আদেশে ব্যবসায়ীদের জন্য থাকছে হরেক সুবিধা। এতে আমদানি সহজ করার মাধ্যমে রপ্তানি বাড়ানোর কৌশল নেয়া হয়েছে। প্রচলিত আমদানি নীতিমালায় একজন আমদানিকারককে প্রতিবছর আমদানি নিবন্ধন সার্টিফিকেট গ্রহণ করতে হয়। তবে নতুন নীতিমালায় এখন থেকে প্রতি বছর নয়, বরং পাঁচ বছর পর একবার নবায়নের সুযোগ রাখা হয়েছে। এ ক্ষেত্রে নিবন্ধন ফি কমানো হয়েছে। এ ছাড়া এলসির পাশাপাশি ক্রেতা-বিক্রেতা চুক্তির মাধ্যমে আমদানিকারক পণ্য আমদানি করতে পারবেন। ফলে যে কেউ সহজেই বিদেশ থেকে পণ্যসামগ্রী আমদানির সুযোগ নিতে পারবেন। বিশেষ করে গার্মেন্টস খাতের ব্যবসায়ীদের নমুনা আমদানি সহজ করা হয়েছে।

বিদেশিদের নিয়ে বাণিজ্য সংগঠন করার সুযোগ আসছে আইনে বিদেশি ব্যবসায়ীদের নিয়ে দেশে যৌথ বাণিজ্য সংগঠন তৈরির সুযোগ রেখে নতুন ‘বাণিজ্য সংগঠন আইন’ করার প্রস্তাব সংসদে তোলা হয়েছে। বাণিজ্যমন্ত্রী টিপু মুনশি রোববার ‘বাণিজ্য সংগঠন বিল-২০২২’ সংসদে তোলেন। পরে ৩০ দিনের মধ্যে পরীক্ষা করে সংসদে প্রতিবেদন দেওয়ার জন্য বিলটি বাণিজ্য মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটিতে পাঠানো হয়। ১৯৬১ সালের ‘ট্রেড অরগানাইজেশন অর্ডিনেন্স’ বাতিল করেন বাংলায় নতুন করে আইন করতে বিলটি তোলা হয়েছে। বাংলাদেশের সঙ্গে কূটনৈতিক বা বাণিজ্যিক সম্পর্ক রয়েছে এমন কোনো দেশ বা অঞ্চলে ব্যবসা শিল্প বা বাণিজ্য ও সেবা খাতে প্রতিনিধিত্ব করার জন্য যৌথ চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রিজ প্রতিষ্ঠা এবং একাধিক যৌথ চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রির সমন্বয়ে গঠিত চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রিজের জোট তৈরির সুযোগ থাকছে এ আইনে।

তিন কারণে আরো অস্থির হতে পারে জ্বালানি তেলের বাজার জ্বালানি তেলের বাজার আরেকটি অস্থির বছর পার করতে পারে। কারণ, ওমিক্রনের প্রভাব কাটিয়ে উঠেছে তেলের বাজার। চাহিদা দ্রুত বাড়লেও উৎপাদন ঘাটতি, কম মজুদ ও ভূ-রাজনৈতিক উত্তেজনায় জ্বালানি তেলের বাজার অস্থির হয়ে উঠতে পারে। আন্তর্জাতিক জ্বালানি সংস্থা (আইইএ)। সংস্থা জানায়, ২০২১ সালে জ্বালানি তেলের চাহিদা দৈনিক বেড়েছিল ৫৫ লাখ ব্যারেল। ২০২২ সালে দৈনিক আরো ৩৩ লাখ ব্যারেল বাড়বে। ফলে ২০২২ সালে বিশ্বজুড়ে তেলের যে চাহিদা থাকবে তা করোনা-পূর্ববর্তী সময়ের চেয়ে বেশি হবে। এ বছর জ্বালানি তেলের চাহিদা থাকবে দিনে ৯ কোটি ৯৭ লাখ ব্যারেল।
