Rocky road ahead for RMG as Europe braces for ‘war’ The readymade garment industry is going to face a rough patch since their key export destination Europe is likely to slip into a protracted war with Russia that has already threatened Finland and Sweden with armed movement for their desire to join the NATO. The integration of the two countries into the North Atlantic Treaty Organisation is anticipated to wage another war with Russia that is currently fighting Ukraine – a close neighbour of the Russian Federation that opted for a seat in the military alliance led by the US. “I think the EU, the NATO and Russia will be able to handle this crisis diplomatically because if Russia attacks Finland and Sweden, war will spread across the world,” Shahidullah Azim, vice-president, BGMEA, told The Business post. “We have nothing except observing the situation. But we do not want any war.” Md Khosru Chowdhury, managing director, Nipa Group, said Finland is not a big market but earning from Sweden is quite good and it is growing rapidly. “If Russia invades Finland or Sweden or any other EU countries, there will be the World War III very likely. We do not know how we will handle this crisis,” he made an apprehension.

Exporters for continuation of 0.5% source tax for 5 years The Exporters Association of Bangladesh (EAB) has urged the government to continue 0.5% tax deducted at sources, widely known as source tax, on exports for at least five years in a bid to keep up Bangladesh's export competitiveness amid the ongoing crises – soaring production costs, falling rates of taka against dollar and surging freight charges. The exporters also demanded to consider the source tax as the final settlement for the earnings so that they need not recalculate it in their income tax files, said a press release. EAB President Abdus Salam Murshedy recently submitted the proposals to the National Board of Revenue (NBR) seeking its attention in formulating the national budget for the upcoming fiscal year of 2022-23.

ইউরোপ-আমেরিকায় মন্দার আভাসে শঙ্কায় পোশাকশিল্প পোশাক রপ্তানিতে মার্কিন বাজার মাত করেছে বাংলাদেশ। ফলে চলতি অর্থবছরে এই বাজারে রপ্তানি প্রবৃদ্ধি হয়েছে ৬২.২৩ শতাংশ। সাফল্য এসেছে ইউরোপের বাজারেও। কিন্তু এর পরও শঙ্কা ছাড়ছে না দেশের পোশাক খাতের উদ্যোক্তাদের।এ বিষয়ে জানতে চাইলে তৈরি পোশাক খাতের শীর্ষ সংগঠন বিজিএমইএর সাবেক সভাপতি মো. সিদ্দিকুর রহমান কালের কণ্ঠকে বলেন, ‘কভিড-পরবর্তী দেশের বাজারে চাঙ্গাভাব, চীন-যুক্তরাষ্ট্র ঠাণ্ডা লড়াই এবং মিয়ানমারের রাজনৈতিক অস্থিতিশীলতার কারণে দেশের পোশাক খাতের রপ্তানি আয় বাড়লেও সামনে রপ্তানিতে ভাটা পড়ার আশঙ্কাও আছে। ইউক্রেন যুদ্ধের ফলে নতুন করে সংকট তৈরি হয়েছে। ’

সম্পাদকীয়: পোশাক খাত: জ্বালানি সাশ্রয় ও নবায়নযোগ্য জ্বালানির গুরুত্ব পোশাক শিল্প এ দেশের অর্থিনীতিতে অবদান রাখার পাশাপাশি সবুজ কারখানা স্থাপনেও দৃষ্টান্ত রেখে চলেছে। এরই মধ্যে ১৫০টির বেশি পোশাক কারখানা ইউএস গ্রিন বিল্ডিং কাউন্সিলের (ইউএসজিবিসি) লিডারশিপ ইন এনার্জি অ্যান্ড এনভায়রনমেন্টাল ডিজাইন (এলইইডি) সার্টিফিকেশন পেয়েছে। অন্যদিকে জাতিসংঘের জলবায়ুবিষয়ক সংস্থা ইউএনএফসিসিসির সমন্বয়ে ‘ফ্যাশন ইন্ডাস্ট্রি চার্টার ফর ক্লাইমেট অ্যাকশন’-এর আওতায় পোশাক শিল্প মালিকদের সংস্থা বিজিএমইএ ২০৩০ সাল নাগাদ এ খাতের গ্রিনহাউজ গ্যাস নির্গমন ৩০ শতাংশ কমাতে অঙ্গীকার করেছে। সত্যি বলতে, সামনের দিনগুলোয় পরিবেশ সুরক্ষায় এবং জলবায়ু পরিবর্তন প্রশমনে আমাদের পোশাক খাতের প্রতিশ্রুতি ও নেয়া উদ্যোগ আন্তর্জাতিক বাজারে অবস্থান ধরে রাখতে অনেক বেশি সহায়ক হবে।

Prompt steps needed to keep trade preferences in EU market: experts Experts and exporters said that it was high time for Bangladesh to start negotiations for a bilateral agreement with the European Union to keep enjoying the existing trade preferences in the bloc after the graduation of the country, but the government was very slow in taking any concrete move in this regard. Following the LDC graduation, erosion of trade preferences, rising competition with competing countries, EU green deal and environmental, social and governance compliance would be the emerging factors which might affect Bangladesh’s exports in the EU, the largest export market for the country, they said.

Greening the RMG sector 157 factories in the textile and readymade garment sector of Bangladesh have already been recognized as green factories. There are 400 to 500 more factories in the pipeline. However, the pace of green factory building or transformation is still very slow. The people in the sector feel that the kind of policy support from the government for the new factories involved in greening is not being provided properly.

CPA plans to raise container handling capacity of Ctg Port The container handling capacity of Chattogram Port, prime seaport of the country, will increase to four million TEUs (Twenty-Foot Equivalent Units) by December 2023 next. In this connection, Chattogram Port Authority (CPA) has been procuring a total of 104 equipment including two gantry cranes, 23 mobile cranes of 10- tonne capacity at a cost of Taka 900 crore for use in the container handling in port yards and the terminals. Those equipment will arrive in the port by December 2023 next. Currently, the CPA have a total of 374 equipment including 160 container and 214 for cargo handling. With the procurement of 104 equipment, the total number of equipment will increase to 478 by December 2023 next.

In desperate need of diversification As it stands, Bangladesh’s biggest export earnings are mainly derived from our RMG industry, the primary source, and from foreign remittances sent by our overseas workers. Over the decades, earnings from these two sectors have helped bring our economy to where it currently is. Our economy has come far, but we need to realize that it will not stay in that trajectory by relying on the same industries for too long. Our future aspirations depend on the diversification of what we have to offer to the rest of the world.

ডলার বাজার অস্থির ॥ আমদানি ব্যয় পরিশোধের চাপ বাংলাদেশ ব্যাংকের তথ্য বলছে, চলতি ২০২১-২২ অর্থবছরের জুলাই-মার্চ সময়ে রফতানি বেড়েছে ৩২ দশমিক ৯২ শতাংশ। অন্যদিকে আমদানি বেড়েছে ৪৩ দশমিক ৮৬ শতাংশ। আলোচিত ৯ মাসে রফতানি থেকে দেশ আয় করেছে তিন হাজার ৬৬২ কোটি ডলার। পণ্য আমদানির পেছনে ব্যয় হয়েছে ৬ হাজার ১৫২ কোটি ডলার। আমদানি ব্যয় থেকে রফতানি আয় বাদ দিলে বাণিজ্য ঘাটতি দাঁড়ায় দুই হাজার ৪৯০ কোটি ডলার। জানতে চাইলে বেসরকারী গবেষণা সংস্থা পলিসি রিসার্চ ইনস্টিটিউটের (পিআরআই) নির্বাহী পরিচালক আহসান এইচ মনসুর জনকণ্ঠকে বলেন, ‘আমদানিতে বেশ চাপে পড়েছে দেশের অর্থনীতি। ব্যালান্স অব পেমেন্ট ১৪ বিলিয়ন ডলার ছাড়িয়ে গেছে। অস্থির হয়ে উঠেছে ডলারের বাজার। কেন্দ্রীয় ব্যাংক থেকে এই অর্থবছরে এখন পর্যন্ত প্রায় ৪ বিলিয়ন ডলার বাজারে ছাড়া হয়েছে। কিন্তু আমদানি বাড়ায় তারপরও চাহিদা মিটছে না।’
