Pandemic keeps hurting exports Between July and February, or the current fiscal year's first eight months, garment shipment declined by 3.73 per cent year-on-year to $21.03 billion. During the period, knitwear export accounted for $11.34 billion, registering a 4.06 per cent growth. However, in the case of woven item shipment, there was an 11.49 per cent decline, meaning it amounted to $9.69 billion in the eight months. "The woven sector is clearly in a distressed situation," said Rubana Huq, president of the BGMEA. The growth of garment export in February was 5.71 per cent in the negative, of which knitwear export registered a 5.78 per cent positive growth and woven posted 15.47 per cent negative, Huq said. "Woven garment export growth has declined for the 19th consecutive month due to a slowdown in demand in the time of lockdown in major markets," she said. Given the backdrop of the faltering progress from Covid-19 and the impact on global business, the distressing situation may prevail for more months till demand at the retail end starts responding positively, Huq also said.

এলডিসি থেকে উত্তরণে আরো শক্তিশালী হবে অর্থনীতি :অর্থমন্ত্রী স্বল্পোন্নত দেশের তালিকা (এলডিসি) থেকে বের হওয়ার সুপারিশের বিষয়ে অর্থমন্ত্রী আ হ ম মুস্তফা কামাল বলেছেন, ‘এলডিসি থেকে উত্তরণ হলে আমাদের অর্থনীতি আরো শক্তিশালী হবে। নতুন নতুন সুযোগ-সুবিধা তৈরি হবে। আমি মনে করি, আমরা যা হারাব, তার চেয়ে বেশি পাব।’ গতকাল বুধবার ভার্চ্যুয়াল পদ্ধতিতে অর্থনৈতিক বিষয়সংক্রান্ত মন্ত্রিসভা কমিটি এবং সরকারি ক্রয়সংক্রান্ত মন্ত্রিসভা কমিটির সভা শেষে সাংবাদিকদের প্রশ্নের জবাবে তিনি এ কথা বলেন। অর্থমন্ত্রীর সভাপতিত্বে বৈঠক দুটি অনুষ্ঠিত হয়। সভা শেষে তিনি সাংবাদিকদের বলেন, ‘যারা এলডিসি থেকে বেরিয়ে গেছে, তারা সবাই লাভবান হয়েছে। সরাসরি বৈদেশিক বিনিয়োগ (এফডিআই) বেড়েছে। আমাদের দেশে তেমন এফডিআই নেই। অনেকেই ভয়ে থাকত এখানে বিনিয়োগ করবে কি না। এলডিসি থেকে বেরিয়ে গেলে বিনিয়োগ বাড়বে। তাছাড়া এলডিসিভুক্ত দেশ হওয়ায় বড় এলসি আমরা সরাসরি খুলতে পারি না। বিদেশের বড় কোনো ব্যাংকের মাধ্যমে এলসি খুলতে হয়। এলডিসি থেকে বেরিয়ে গেলে এসব বাধা দূর হয়ে যাবে। আমরা অর্থনীতিকে আরো মজবুত জায়গায় নিয়ে যেতে পারব।’

Wall Street Journal lauds Bangladesh’s booming economy Renowned US-based business daily The Wall Street Journal has praised the staggering development of Bangladesh’s economy in recent years, dubbing the country as “South Asia’s economic bull case.” Bangladesh is the closest proxy in South Asia for the successful export-led development models employed in Southeast Asian nations Vietnam and Cambodia, as well as global economic powerhouse China, said the newspaper in a report on Wednesday. WSJ stressed the need for Bangladesh to follow the example of Vietnam and transition to high-value manufacturing and exports to maintain growth and reduce dependency on the garment industry.

দীর্ঘমেয়াদি ঋণ পরিশোধে ১৫ বছর সময় চান পোশাক শিল্প মালিকরা ক্রেতা দেশগুলোতে গণটিকা প্রয়োগ শুরু হলেও স্বাভাবিক জীবনযাত্রা এখনো ফেরেনি। লকডাউন পুরোপুরি প্রত্যাহার করেনি অনেক দেশ। এর মধ্যে প্রাপ্ত ক্রয়াদেশ অনুযায়ী পণ্য প্রস্তুত করেছে কারখানা কিন্তু ক্রেতা না নেয়ায় মজুদ বাড়ছে। এদিকে সুতার দাম, পরিবহন ব্যয় বেড়েছে। আবার প্রণোদনার বিপরীতে ঋণের কিস্তি পরিশোধে বাড়ছে ব্যাংকের চাপ। শঙ্কা বাড়ছে ঋণখেলাপি হওয়ার। এ পরিস্থিতিতে প্রকল্পের দীর্ঘমেয়াদি ঋণ ১৫ বছর ধরে পরিশোধের সুযোগ চাইছেন পোশাক শিল্প-কারখানা মালিকরা। সম্প্রতি রাজধানীর একটি হোটেলে করোনা মহামারী প্রেক্ষাপটে পোশাক শিল্প খাতে বর্তমান বিপর্যয় নিয়ে সভার আয়োজন করা হয়। পোশাক শিল্প মালিক সংগঠন বিকেএমইএ সদস্যদের নিয়ে অনুষ্ঠিত ওই বিশেষ সাধারণ সভায় বিদ্যমান পরিস্থিতি থেকে উত্তরণের জন্য প্রয়োজনীয় নীতি সহায়তা প্রাপ্তি নিয়ে বিস্তারিত আলোচনা হয়।

EDITORIAL: Health awareness among female RMG workers No industrial sector in the country can survive or thrive in the long run without a productive, healthy and resilient workforce. Therefore, the sexual cum reproductive health of female workers in RMG factories must be ensured as they account for a majority of the workers. The availability of proper healthcare, nutritious food and quality sanitary pad should be ensured at the places they work and live through concerted actions by relevant stakeholders. Multipurpose and cluster-based service centres can be established for the purpose. There must also be sufficient opportunities and avenues for the female workers and staffs to rise in ranks, so that they can occupy leadership positions in the RMG factories in a more numerical and substantive manner.

Govt formulates president’s industrial dev award guidelines The government has formulated the President’s Industrial Development Award Guidelines 2020 after seven years of introducing the award. The industries ministry in a gazette notification issued on February 22 said that the government introduced the award in 2013 to encourage industrialisation and investment in the country and the guidelines have been framed to establish an institutional base for the initiative. According to the guidelines, a total of 18 industrial units under six categories — large, medium, small, micro, cottage and hi-tech industries — would be nominated for the award every year.
