আবারও তীব্র গ্যাস সংকটে রপ্তানিমুখী পোশাকশিল্প বর্তমানে গ্যাস না পাওয়ার কারণে বন্ধ হয়ে গেছে অনেক কারখানা। বিদেশি ক্রেতাদের সময়মতো পণ্য দিতে পারছেন না অনেক রপ্তানিকারক। এমন পরিস্থিতি চলতে থাকলে সামনের দিনগুলোতে বাংলাদেশের পোশাক খাতের অর্ডার অন্য দেশে চলে যাওয়ার আশঙ্কা তাদের। তাই সরকারকে দ্রুত গ্যাস সংকট নিরসনে তাগিদ দিয়েছে রপ্তানিমুখী তৈরি পোশাকশিল্প মালিকদের সংগঠন বিজিএমইএ ও বিকেএমইএ এবং বিটিএমএ। বিজিএমইএ সভাপতি ফারুক হাসান বলেন, ‘গ্যাস সংকটের কারণে ফ্যাক্টরিগুলোর প্রোডাকশন অনেক কমে গেছে। একদিকে অর্ডার কম অন্যদিকে উৎপাদন খরচ আরও বাড়তে যাচ্ছে। শ্রমিকদের বেতন বাড়ছে। এই ক্ষেত্রে আমরা যদি গ্যাস না পাই তাহলে সময়মতো পণ্য রপ্তানি করা সম্ভব হবে না। নিরবিচ্ছিন্ন গ্যাস না পাওয়া গেলে নতুন শিল্প উদ্যোক্তারা যেমন মুখ ফিরিয়ে নেবে তেমনি শিল্প কারখানা বন্ধ হলে লাখ লাখ শ্রমিক চাকরি হারাবে।’

ডলার–সংকটে আমদানি ব্যয় কমছে, অনিশ্চয়তায় উৎপাদন খাত চট্টগ্রাম বন্দরের তথ্যে দেখা যায়, এই বন্দর দিয়ে পোশাক খাতের কাঁচামাল আমদানির পরিমাণ ও আমদানি মূল্য কমেছে। চলতি ২০২৩–২৪ অর্থবছরের প্রথম তিন মাসে এই খাতে কাঁচামাল আমদানি হয়েছে ১৬৩ কোটি মার্কিন ডলার বা ১৭ হাজার ৭৮৪ কোটি টাকার কাঁচামাল, যা গত অর্থবছরের একই সময়ের ১৯ হাজার ৯১৫ কোটি টাকার (২১০ কোটি ডলার) চেয়ে ২২ শতাংশ কম। চলতি অর্থবছরের প্রথম তিন মাসে কাঁচামাল আমদানি হয়েছে ২ লাখ ৭০ হাজার টন, যা গত বছরের একই সময়ের চেয়ে ১০ শতাংশ কম। তৈরি পোশাকশিল্প মালিকদের সংগঠন বিজিএমইএর সহসভাপতি শহিদউল্লাহ আজিম প্রথম আলোকে বলেন, তৈরি পোশাকের ক্রয়াদেশ কম থাকায় কাঁচামাল আমদানি কমেছে। অধিকাংশ কারখানা ৬০–৭৫ শতাংশ উৎপাদন সক্ষমতায় চলছে। দীর্ঘদিন ধরে অতিরিক্ত কর্মঘণ্টা (ওভারটাইম) নেই।

শিল্পায়নের অপার সম্ভাবনা : মো. খসরু চৌধুরী সিআইপি চট্টগ্রামের কর্ণফুলী তলদেশে নির্মিত দেশের প্রথম টানেলের (বঙ্গবন্ধু টানেল) যানবাহন চলাচলের জন্য পুরোপুরি প্রস্তুত। এখন টানেলের ভিতরে-বাইরে নিরাপত্তার বিষয়টি খতিয়ে দেখা হচ্ছে। টানেলের নিরাপত্তায় ১০০টির বেশি সিসিটিভি ক্যামেরা লাগানো হয়েছে। বঙ্গবন্ধু টানেল যান চলাচলের জন্য চালু হলে চীনের সাংহাই শহরের আদলে ‘ওয়ান সিটি টু টাউন’ পরিকল্পনা বাস্তবায়নে আরও এক ধাপ এগিয়ে যাবে বাণিজ্যিক রাজধানী চট্টগ্রাম। এ টানেলকে দেশের যোগাযোগ খাতে দ্বিতীয় বিপ্লব মনে করা হচ্ছে। এর মাধ্যমে বৃহত্তর চট্টগ্রামে শিল্পায়ন, অর্থনীতি, পর্যটনসহ অন্যান্য খাতে নতুন মাত্রা যোগ হবে।

সমকাল
পোশাক খাতে বেতন সহজ করেছে বিকাশ ২০১৫ সালে ডিজিটাল পে-রোল সলিউশন চালু করে বিকাশ। এ সলিউশন ব্যবহারের মাধ্যমে মাত্র কয়েক সেকেন্ডের মধ্যেই কর্মী ও শ্রমিকদের বেতন-ভাতা বিতরণের সুযোগ-সুবিধা পাচ্ছেন পোশাকশিল্পের উদ্যোক্তারা। অনন্ত গ্রুপের ব্যবস্থাপনা পরিচালক ইনামুল হক খান বলেন, ‘বিকাশের পে-রোল সলিউশন ব্যবহারের আগে কারখানায় বেতন দেওয়ার দিন অতিরিক্ত নিরাপত্তা ব্যবস্থার দরকার হতো। পুলিশি পাহারায় টাকা পরিবহনে লাগত অতিরিক্ত জনবল এবং মাইক্রোবাস। এখন এ ধরনের বিশেষ ব্যবস্থায় অর্থ খরচের প্রয়োজন নেই।’

LDC graduation: Bangladesh to get duty benefits beyond 2026 Bangladesh is set to enjoy duty-free market access beyond its graduation from the least-developed country bracket in November 2026 after the World Trade Organisation yesterday decided to extend support measures for graduating countries.
