তৈরি পোশাকের সব ধরনের কাঁচামাল আমদানি কমেছে তৈরি পোশাক খাতের প্রধান কাঁচামাল তুলা, সুতাসহ সব ধরনের কাঁচামাল আমদানি কমেছে। গত অক্টোবর পর্যন্ত চলতি অর্থবছরের প্রথম চার মাসে পোশাকের কাঁচামাল আমদানি আগের অর্থবছরের একই সময়ের তুলনায় কমেছে ২১ শতাংশেরও বেশি। বাংলাদেশ গার্মেন্টস ম্যানুফেকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশনের (বিজিএমইএ) সভাপতি ফারুক হাসান সমকালকে বলেন, ‘চারটি কারণে কাঁচামাল আমদানি কম। প্রথমত, তৈরি পোশাকের রপ্তানি আদেশ কমেছে। দ্বিতীয়ত, আমরা পোশাকে মূল্য সংযোজনের ক্ষেত্রে কিছু পণ্য স্থানীয়ভাবে সংগ্রহ করছি। তৃতীয়ত, গত বছরের তুলনায় এখন কাঁচামালের মূল্য কিছুটা কমেছে। আর চতুর্থত, আমদানিতে পরিবহন ব্যয়ও আগের তুলনায় কমেছে। পরিবহন ব্যয়সহ আমদানির হিসাব করা হয়। এসবের বাইরে অন্য কোনো কারণ নেই।’

উৎপাদন ব্যয়ে চাপে শিল্পখাত জনজীবনের অন্যতম চালিকাশক্তি বিদ্যুৎ ও গ্যাসের দাম কয়েক দফা বেড়ে আকাশচুম্বি। এই দুটি অনুষঙ্গ দ্বারা দেশের অর্থনীতির একটি বৃহৎ অংশ নিয়ন্ত্রিত। এর সঙ্গে দীর্ঘদিন থেকে ডলার সঙ্কটে মূলধনি যন্ত্রপাতির আমদানি প্রায় বন্ধের পথে। এসব কারণে বেড়ে যাচ্ছে শিল্পকারখানার ব্যয়। কমে যাচ্ছে উৎপাদন। শিল্পকারখানায় উৎপাদন খরচ বেড়ে যাওয়া নিয়ে চরম উদ্বেগের মধ্যে রয়েছেন উদ্যোক্তারা। বিজিএমইএ সভাপতি ফারুক হাসান বলেছেন, গ্যাস-বিদ্যুতের দামের অস্বাভাবিক বৃদ্ধি, ডলার সঙ্কটে কাঁচামাল আমদানি বন্ধের পথে। আন্তর্জাতিক বাজারে সুতা, তুলার দাম বেড়ে গেছে অস্বাভাবিক হারে। যে কারণে বাড়ছে উৎপাদন খরচও। তবে ক্রেতা প্রতিষ্ঠানগুলো সে অনুপাতে দাম বৃদ্ধি না করায় কারখানা মালিকরা বিপাকে আছেন। অনেকে ইতোমধ্যে কারখানা বন্ধ করে দিয়েছেন।

কেন্দ্রীয় ব্যাংকের হিসাবে প্রকৃত রফতানি ইপিবির চেয়ে প্রায় ১২ বিলিয়ন ডলার কম বাংলাদেশ থেকে গত ২০২২-২৩ অর্থবছরে বিশ্ববাজারে ৫ হাজার ৫৫৫ কোটি বা সাড়ে ৫৫ বিলিয়নের বেশি ডলারের পণ্য রফতানি হয়। রপ্তানি উন্নয়ন ব্যুরোর (ইপিবি) গত আগস্টে প্রকাশিত পরিসংখ্যানে এ তথ্য উল্লেখ করা হয়েছে। তবে গতকাল ‘অ্যানুয়াল এক্সপোর্ট রিসিপ্ট অব গুডস অ্যান্ড সার্ভিসেস ২০২২-২৩’ শীর্ষক হালনাগাদ পরিসংখ্যান প্রতিবেদন প্রকাশ করেছে বাংলাদেশ ব্যাংক। তাতে গত অর্থবছরে পণ্য রফতানি বাবদ ব্যাংকিং চ্যানেলে পাওয়া অর্থের পরিমাণ দেখানো হয়েছে ৪ হাজার ৩৫৭ কোটি ২০ লাখ বা সাড়ে ৪৩ বিলিয়ন ডলারের কিছু বেশি। সে অনুযায়ী বাণিজ্য মন্ত্রণালয় অধীনস্থ সংস্থা ইপিবির চেয়ে প্রায় ১২ বিলিয়ন ডলার কম। এ হিসাবে ইপিবি ও কেন্দ্রীয় ব্যাংকের পরিসংখ্যানের পার্থক্য ২১ দশমিক ৫৭ শতাংশ।

Non-RMG sectors’ exports dwindle Export earnings from some sectors, including leather and leather goods, home textiles and frozen fish, plunged in five months (July-November) of the current financial year 2023-24 as the demand for such commodities decreased on the global market due to an economic slowdown caused by the Russia-Ukraine war. Exporters said that the exports of leather goods declined due to high inflation in the Western countries and lack of environmental compliance in Bangladesh.

Textile mills ask for unified dollar rate, loan relief amid crisis To overcome the current business challenges, the Bangladesh Textile Mills Association (BTMA) has come up with a number of demands including a unified US dollar exchange rate for export and remittance earnings, an increase in the letter of credit (L/C) limit and Covid stimulus loan repayment extensions. The trade body, representing primary textile millers, urged the government to extend the repayment period for loans provided under the COVID-19 stimulus package by an additional two years. In a letter to the Bangladesh Bank on December 5, BTMA President Mohammad Ali Khokon made the pleas, arguing that they are crucial to the industry's survival amid the global recession fueled by the Russia-Ukraine war, post-pandemic recovery and the ongoing dollar crisis.
