ট্রাম্পের পাল্টা শুল্ক স্থগিত: বাংলাদেশি রপ্তানিকারকদের মধ্যে স্বস্তির সঙ্গে আছে অনিশ্চয়তাও মার্কিন প্রেসিডেন্ট ডোনাল্ড ট্রাম্প পাল্টা শুল্ক বা রিসিপ্রোক্যাল ট্যারিফ আরোপ তিন মাসের জন্য স্থগিত করায় যুক্তরাষ্ট্রের বাজারে বাংলাদেশি পণ্য রপ্তানিকারকদের মধ্যে স্বস্তি ফিরেছে। এরই মধ্যে ফিরতে শুরু করেছে স্থগিত হওয়া ক্রয়াদেশ। তবে ন্যূনতম ১০ শতাংশ পাল্টা শুল্ক বহাল থাকায় একধরনের অনিশ্চয়তাও আছে। জানতে চাইলে তৈরি পোশাকশিল্পের মালিকদের সংগঠন বিজিএমইএর সাবেক সভাপতি রুবানা হক প্রথম আলোকে বলেন, ‘ভিয়েতনাম, কম্বোডিয়া, ভারতের মতো প্রতিযোগী দেশগুলো পাল্টা শুল্ক নিয়ে ট্রাম্প প্রশাসনের সঙ্গে আলোচনায় আমাদের চেয়ে ১০ হাত এগিয়ে আছে। আমাদের ২০ হাত এগিয়ে থাকার চেষ্টা করতে হবে। আশা করি, বাংলাদেশ থেকে দ্রুত উচ্চপর্যায়ের প্রতিনিধিদল যুক্তরাষ্ট্রে দর-কষাকষির জন্য যাবে।’ তিনি আরও বলেন, ন্যূনতম পাল্টা ১০ শতাংশ শুল্কের কারণে নতুন ক্রয়াদেশ পাওয়ার ক্ষেত্রে অনিশ্চয়তা থাকতে পারে।

Bangladesh at risk of slipping to third in global RMG export Bangladesh's position as the world's second-largest apparel exporter could be at risk as Vietnam is quickly catching up with better logistics, more diverse products, and smoother trade processes, a top exporter warned yesterday. "Bangladesh is very close to Vietnam. But if we don't jump into our businesses, we may lose the glory of holding the second spot," said Kihak Sung, chairman of Youngone Corporation, a pioneer in Bangladesh's readymade garments and textile sectors.Sung made the remarks while speaking at an event during the Bangladesh Investment Summit 2025 at the InterContinental Dhaka in the capital. Bida organised the four-day summit, with Sung speaking at a session titled "Bangladesh Moving Forward: Through an Investor's Lens." Gayle Martin, interim country director of the World Bank, and Anwar Hossain, administrator of BGMEA, also spoke on the occasion. Rubana Huq, vice-chancellor of the Asian University for Women, and Shams Mahmud, managing director of Shasha Denims, moderated the discussion. On April 10, Kihak Sung was awarded honorary citizenship of Bangladesh for his outstanding contributions to the industry and the country's economy.

রপ্তানিতে ভবিষ্যৎ শঙ্কা কাটাতে জ্বালানি নিরাপত্তা নিশ্চিতের দাবি উদ্যোক্তাদের বিসিআই সভাপতি ও বিজিএমইএর সাবেক সভাপতি আনওয়ার উল আলম চৌধুরী পারভেজ আমার দেশকে বলেন, জ্বালানি নিরাপত্তার বিষয়টি নিশ্চিত করতে পারলে শুল্ক-বাণিজ্য যুদ্ধে বাংলাদেশের এখনই উদ্বিগ্ন হওয়ার কিছু নেই। তিনি বলেন, ঘন ঘন বিদ্যুৎ বিপর্যয়, গ্যাসের চাপ হ্রাস এবং সরবরাহে অনিয়মের কারণে ছোট ও মাঝারি শিল্পপ্রতিষ্ঠানগুলো সবচেয়ে বেশি ভুগছে। বড় কারখানাগুলো কোনোভাবে চালিয়ে নেওয়া গেলেও ছোট প্রতিষ্ঠানগুলোর টিকে থাকা কঠিন হয়ে পড়েছে। তার ওপর শুল্কযুদ্ধ যদি দীর্ঘায়িত হয় বা ফের কার্যকর হয়, তাহলে শিল্প খাত ভবিষ্যতে মারাত্মক চাপে পড়বেÑ এটা নিশ্চিত। বিজিএমইএর সাবেক সভাপতি ও রপ্তানি খাতে অভিজ্ঞ ব্যবসায়ী ফজলুল হক বলেন, বর্তমানে বড় বড় কারখানাগুলোর জন্য হয়তো সরাসরি কোনো সমস্যা হবে না। কিন্তু ভবিষ্যতে যদি আবার শুল্ক কার্যকর হয়, তাহলে নতুন করে উৎপাদন শুরুর বা সম্প্রসারণের সাহস অনেক প্রতিষ্ঠান পাবে না। তিনি আরো বলেন, ট্রাম্প প্রশাসন যে শুল্ক আরোপ করেছিল, তা যদি বহাল থাকত, তবে অতিরিক্ত পার্শ্ব খরচ বাবদ বাংলাদেশের বছরে কয়েক হাজার কোটি টাকার জোগান দিতে হতো। এখন অন্তত কিছুটা স্বস্তি পাওয়া গেছে, কিন্তু দীর্ঘমেয়াদে এই স্বস্তি ধরে রাখতে হলে আমাদের আন্তর্জাতিক মহলে কূটনৈতিকভাবে কাজ করতে হবে।

US tariff freeze: Crucial window for better negotiations The 90-day suspension of reciprocal tariffs by the US has brought a much-needed reprieve for Bangladesh's readymade garment sector, which had been preparing for a potential slowdown in orders and pricing pressures. "The pause on the tariffs has given us a breathing space, allowing us to negotiate with the buyers," said Anwar Ul Alam Chowdhury, chairman of Evince Group. Buyers, who had also been facing uncertainty over the tariffs, were no longer asking for holding productions, he said. Faruque Hassan, former president of Bangladesh Garment Manufacturers and Exporters Association (BGMEA), said there is a possibility that work orders will be shifted from China to other countries, including Bangladesh. So, Bangladesh should utilise the opportunity and continue the negotiation with the Trump administration.

চীনা পণ্যে উচ্চ শুল্ক ট্রাম্পের, বাংলাদেশের সামনে সুযোগ যুক্তরাষ্ট্রের বাজারে চীনের পণ্যের ওপর শুল্ক বাড়িয়ে চলেছেন মার্কিন প্রেসিডেন্ট ডোনাল্ড ট্রাম্প। গত বৃহস্পতিবার পর্যন্ত চীনা পণ্যে ১৪৫ শতাংশ শুল্ক বসিয়েছে যুক্তরাষ্ট্র। চীনও ১২৫ শতাংশ পাল্টা শুল্ক আরোপ করছে। চীন-যুক্তরাষ্ট্রের মধ্যে এমন বাণিজ্যযুদ্ধে বাংলাদেশসহ প্রতিযোগী দেশগুলোর জন্য সামনে নতুন সুযোগ নিয়ে আসতে পারে। বাংলাদেশের অর্থনীতিবিদ ও রপ্তানিকারকেরা বলছেন, উচ্চ শুল্কের কারণে যুক্তরাষ্ট্রের বাজারে অধিকাংশ পণ্যে চীনের প্রতিযোগিতা সক্ষমতা থাকবে না। ফলে চীন থেকে মার্কিন ক্রেতাপ্রতিষ্ঠান ক্রয়াদেশ সরাবে। সঙ্গে বিপুল পরিমাণ বিনিয়োগও স্থানান্তরিত হবে। চীনের ব্যবসা নিতে হলে বাংলাদেশের দেশি-বিদেশি বিনিয়োগ লাগবে। ব্যবসা সহজীকরণেও সরকারকে দ্রুত কার্যকর পদক্ষেপ নিতে হবে।

বাংলাদেশে বিনিয়োগের সুযোগ নিয়ে বিজিএমইএ-ইয়াংওয়ান আলোচনা বাংলাদেশ পোশাক প্রস্তুতকারক ও রপ্তানিকারক সমিতির (বিজিএমইএ) প্রশাসক ও রপ্তানি উন্নয়ন ব্যুরোর (ইপিবি) ভাইস চেয়ারম্যান আনোয়ার হোসেন বাংলাদেশে ব্যবসা ও বিনিয়োগের সুযোগ নিয়ে ইয়াংওয়ান করপোরেশনের চেয়ারম্যান কিহাক সাংয়ের সঙ্গে বৈঠক করেছেন। বৃহস্পতিবার (১০ এপ্রিল) ঢাকার ইন্টারকন্টিনেন্টাল হোটেলে অনুষ্ঠিত এ বৈঠকে আরও উপস্থিত ছিলেন বিজিএমইএ সাপোর্ট কমিটির সদস্য আসিফ আশরাফ।

১৫ মাসে ভারত হয়ে ৪৬২ মিলিয়ন ডলারের পোশাক রপ্তানি সম্পর্কের টানাপড়েনের মধ্যে আকস্মিক ভারত বাংলাদেশকে দেওয়া ট্রান্সশিপমেন্ট সুবিধা বাতিল করেছে। অর্থনীতিবিদ ও বিশ্লেষকরা ট্রান্সশিপমেন্ট বাতিলের ফলে বাণিজ্যে নেতিবাচক প্রভাবের আশঙ্কা করলেও এমনটি মনে করছেন না ব্যবসায়ীরা। তবে পরিসংখ্যান বিশ্লেষণে দেখা গেছে, ট্রান্সশিপমেন্টের মাধ‍্যমে গত ১৫ মাসে ভারতীয় রুট ব্যবহার করে ৩৬টি দেশে ৪৬২ মিলিয়ন মার্কিন ডলার মূল্যের পোশাক রপ্তানি করেছে বাংলাদেশ। ট্রান্সশিপমেন্টের মাধ‍্যমে রপ্তানির পরিমাণ ৩৪ হাজার ৯০০ টনের বেশি।

রপ্তানি খাতে আপাত স্বস্তি যুক্তরাষ্ট্রের বাজারে বাংলাদেশের পণ্য প্রবেশের ক্ষেত্রে ট্রাম্প প্রশাসনের ঘোষিত অতিরিক্ত ৩৭ শতাংশ শুল্ক স্থগিতের ঘোষণায় স্বস্তি ফিরেছে দেশের রপ্তানি খাতে। কয়েক দিন ধরে রপ্তানি আদেশ স্থগিত হওয়ায় রপ্তানিকারকদের মধ্যে আতঙ্ক ছিল। সেই আতঙ্ক আপাতত কেটেছে। তবে তারা বলেছেন, আপাতত তিন মাসের জন্য একটা স্বস্তি পাওয়া গেলেও ট্রাম্প প্রশাসন যাতে বাংলাদেশের ওপর আবার বাড়তি শুল্ক আরোপ না করে, সে জন্য সরকারকে যথাযথ প্রস্তুতি নিতে হবে। এদিকে চীনা পণ্যের ওপর যুক্তরাষ্ট্রের ১২৫ শতাংশ শুল্ক বাংলাদেশের উদ্যোক্তাদের জন্য রপ্তানি বাড়ানোর ক্ষেত্র তৈরি করেছে। অন্যদিকে যুক্তরাষ্ট্রের সঙ্গে বাণিজ্যযুদ্ধের কারণে চীনের বিনিয়োগকারীদের বাংলাদেশে কারখানা স্থাপনের সম্ভাবনা তৈরি হয়েছে। কেননা, চীন থেকে যুক্তরাষ্ট্রে পাঠানো পণ্যের দাম আগের চেয়ে দ্বিগুণ। ফলে চীন থেকে রপ্তানি এখন আর লাভজনক হবে না। ভিয়েতনামে আগেই চীনা উদ্যোক্তারা বড় বিনিয়োগ করে ফেলেছেন। সেখানে নতুন বিনিয়োগের সুযোগ কম। ফলে চীনের বিনিয়োগ টানার সুযোগ বাংলাদেশের সামনে।

Govt plans for 2 new economic zones for Chinese investors The Bangladesh government is planning to establish two additional economic zones exclusively for Chinese investors, complementing the existing Chinese Economic and Industrial Zone in Anwara, Chattogram. According to officials from the Bangladesh Economic Zones Authority (BEZA), the move comes in response to growing Chinese interest in investing in Bangladesh. Among the planned zones, Power Construction Corporation of China Ltd (PowerChina)—a state-owned enterprise—will develop Chandpur Economic Zone-1 on 3,038 acres in Matlab North upazila, Chandpur, under a government-to-government (G2G) agreement.
