US seeks 40pc value addition requirement, say apparel leaders The US representatives, during negotiations with the Bangladeshi trade delegation, proposed a 40 per cent local value addition threshold. However, the Bangladeshi delegation is negotiating for a relaxation of this requirement, seeking a lower threshold considering the 'Rules of Origin'. Bangladesh Garment Manufacturers and Exporters Association (BGMEA) President Mahmud Hasan Khan (Babu) said this during a meeting with the Dhaka Reporters’ Unity (DRU) Executive Committee on Saturday afternoon at the BGMEA office in Uttara.

Dhaka, Washington yet to agree on 20% of US tariff conditions: BGMEA Bangladesh and the United States have reached an agreement on 80% of the conditions proposed by Washington, while no consensus has been reached on the remaining 20% during the second round of tariff negotiation between the two sides, said BGMEA President Mahmud Hasan Khan Babu.Mentioning that the government informed them on the progress, he told TBS that on the third and final day of the three-day talks on the imposition of a 35% US tariff on Bangladeshi exports, held on 11 July night in Washington DC, some inputs were taken from Bangladeshi business owners. He further said the government had not communicated to them any topics on which the two parties have either reached an agreement or have not.

ট্রাম্পের পাল্টা শুল্কের প্রভাব স্থগিত হচ্ছে যুক্তরাষ্ট্রের ক্রয়াদেশ চট্টগ্রামের ইনডিপেনডেন্ট অ্যাপারেলস যুক্তরাষ্ট্রের এক ক্রেতাপ্রতিষ্ঠানের কাছে ১৫ লাখ ডলারের স্পোর্টসওয়্যার রপ্তানির প্রস্তুতি নিচ্ছিল। তবে আগামী ১ আগস্ট থেকে বাংলাদেশের পণ্যে ৩৫ শতাংশ পাল্টা শুল্ক কার্যকরের ট্রাম্পের ঘোষণার পর সেই ক্রয়াদেশ স্থগিতের কথা জানায় মার্কিন ক্রেতাপ্রতিষ্ঠানটি। সার্বিক বিষয়ে জানতে চাইলে তৈরি পোশাকশিল্পের মালিকদের সংগঠন বিজিএমইএর সভাপতি মাহমুদ হাসান খান প্রথম আলোকে বলেন, ‘শুল্কহার নিয়ে দুই দেশের মধ্যকার আলোচনা শেষ হয়েছে। আমরা শুনেছি, ৮৫ শতাংশ বিষয়ে উভয় পক্ষ একমত হয়েছে। এখন আমরা ফলাফলের অপেক্ষায়। যদি ঘোষিত পাল্টা শুল্ক হার না কমে, তবে ক্রয়াদেশ স্থগিত ও বাতিলের মতো ঘটনা আরও বাড়বে। এরই মধ্যে এ রকম কিছু ঘটনা আমাদের নজরে এসেছে।’

মহাচ্যালেঞ্জে পোশাক খাত ব্যবসায়ীরা আশঙ্কা করছেন, এই সিদ্ধান্ত বাস্তবায়ন হলে যুক্তরাষ্ট্রে বাংলাদেশের ৮.৪ বিলিয়ন ডলারের রপ্তানি বাজার, বিশেষ করে তৈরি পোশাক খাত বড় ধরনের ক্ষতির মুখে পড়বে। এ কারণে নতুন শুল্ক নিয়ে তৈরি হওয়া অনিশ্চয়তা তাঁদের মধ্যে উদ্বেগ সৃষ্টি করেছে। বাংলাদেশ পোশাক প্রস্তুতকারক ও রপ্তানিকারক সমিতির (বিজিএমইএ) সভাপতি মাহমুদ হাসান খান কালের কণ্ঠকে বলেন, ‘যুক্তরাষ্ট্রের চাপিয়ে দেওয়া শুল্ক দেশের পোশাক খাতের জন্য একটি অশুভ বার্তা হলেও আমাদের বিশ্বাস বাংলাদেশের পক্ষ থেকে যে আলোচনা হয়েছে এর মধ্যে একটি ইতিবাচক ফল আসবে। অনন্ত গার্মেন্টস লিমিটেডের মোট রপ্তানির ২০ শতাংশের বেশি যায় যুক্তরাষ্ট্রের বাজারে। প্রতিষ্ঠানটির ব্যবস্থাপনা পরিচালক ইনামুল হক খান বাবলু গণমাধ্যমকে জানিয়েছেন, ‘যুক্তরাষ্ট্রের একটি ক্রেতা প্রতিষ্ঠানের সঙ্গে আমাদের সভা হয়েছে। তারা পাইপলাইনে থাকা অর্ডারে ট্যারিফের কারণে বাড়তি টাকার একটি অংশ বহন করার জন্য আমাদের বলছে।’ তিনি বলেন, বর্তমানে যুক্তরাষ্ট্রের বাজারের জন্য পাইপলাইনে থাকা মোট ক্রয়াদেশের পরিমাণ দুই বিলিয়ন ডলারের মতো হতে পারে।

The recent reimposition of a 35% retaliatory tariff by the United States on Bangladeshi goods has placed the country's $10 billion bilateral trade with the US in serious jeopardy. Although government-level discussions between the two nations are ongoing, a number of American buyers have already suspended their orders, with several actively exploring alternative sourcing destinations.

US value addition criteria for knitwear, denim achievable Bangladesh is capable of meeting, to a large extent, the 40 per cent value addition requirement tagged by the USA as far as the garment items like denim and knitwear are concerned. However, some woven products might face a setback. The US wants a minimum 40 per cent local value addition for ready-made garments (RMG) to qualify for the "Made in Bangladesh" label alongside a 35 per cent tariff on Bangladeshi exports, according to sources.Talking to the FE, Shovon Islam, managing director of Sparrow Group, also echoed the views of Mr Hoque, saying the requirement might prove to be 'very problem' for woven garments as some woven items like twill pant, shirt, casual shirt and pant are produced using imported raw materials.

RMG exports surge in non-traditional markets According to the Export Promotion Bureau (EPB), RMG exports to non-traditional markets reached $6.44 billion in 2024–25, up from $6.09 billion the previous year, accounting for 16.36 per cent of total exports. Amid global market competition and stagnant growth in traditional markets, this growth signals new potential for Bangladesh’s RMG sector. Mohiuddin Rubel, former BGMEA director and managing director of Bangladesh Apparel Exchange, told Jago News, “The future of Bangladesh’s RMG exports lies in penetrating new markets and meeting their demands. Strategic planning, government support, and entrepreneurial innovation are essential to sustain growth in non-traditional markets.”

US tariff threat: Walmart puts on hold some orders from Bangladesh "If the 35% tariff remains for Bangladesh, that will be very tough to sustain, honestly speaking, and there will not be as many orders as we have now," said Mohiuddin Rubel, managing director at jeans manufacturer Denim Expert Ltd in Dhaka. Rubel, whose company produces jeans for H&M HMb.ST and other retailers, said he expects clients will ask him to absorb part of the tariff, but added this would not be possible financially. Manufacturers have already absorbed part of the blanket 10% tariff imposed by the US on April 2."Only probably the big, big companies can a little bit sustain (tariffs), but not the small and medium companies," he said.
