মূল্য সংযোজনের শর্ত পোশাক খাতে নতুন হুমকি : বিজিএমইএ বাংলাদেশ গার্মেন্টস ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশনের (বিজিএমইএ) সভাপতি মাহমুদ হাসান খান বলেছেন, মার্কিন প্রতিনিধি বাংলাদেশি বাণিজ্য প্রতিনিধিদলের সঙ্গে আলোচনায় ৪০ শতাংশ স্থানীয় মূল্য সংযোজনের শর্ত প্রস্তাব করেছেন, যা বাংলাদেশের ব্যবসায়ী সমাজের জন্য একটি বড় চ্যালেঞ্জ হতে পারে। বাংলাদেশ প্রতিদিনের সঙ্গে আলাপকালে বিজিএমইএ সভাপতি বলেন, ‘আমরা যুক্তরাষ্ট্রের প্রস্তাবিত ৪০ শতাংশ স্থানীয় মূল্য সংযোজনের শর্ত সম্পর্কে গভীরভাবে চিন্তাভাবনা করছি। আমাদের দাবি, রুলস অব অরিজিন বিবেচনায় বাংলাদেশি ব্যবসায়ীদের জন্য এ শর্ত শিথিল করা হোক। আমাদের জন্য এটি একটি গুরুতর সমস্যা হতে পারে, এ বিষয়ে সরকারের সঙ্গে বিস্তারিত আলোচনা করা প্রয়োজন।’ তিনি আরও বলেন, ‘যদিও এটি এখনো চূড়ান্ত সিদ্ধান্ত নয়, তবে বিষয়টি আলোচনার মধ্যে রয়েছে। আমাদের ব্যবসায়ী সমাজকে এ ধরনের গুরুত্বপূর্ণ বিষয়ে অংশগ্রহণের সুযোগ দেওয়া উচিত, কারণ এ ধরনের সিদ্ধান্ত আমাদের ভবিষ্যৎ নির্ধারণ করবে।’

Bangladesh keen to boost RMG raw material imports from South Korea Bangladesh's ready-made garment entrepreneurs have expressed strong interest in expanding trade relations with South Korea through increased imports of raw materials and greater apparel exports, officials said during a high-level meeting in Dhaka today (14 July). Bangladesh Garment Manufacturers and Exporters Association (BGMEA) President Mahmud Hasan Khan Babu highlighted the growing potential for South Korean exports of man-made fibers, textile machinery, chemical dyes and other raw materials to Bangladesh. He made the remarks during discussions with South Korean Ambassador Park Young-sik at the BGMEA Complex in Uttara, according to a BGMEA.

বিজিএমএইএ সভাপতির সঙ্গে দক্ষিণ কোরিয়ার রাষ্ট্রদূতের সাক্ষাৎ বাংলাদেশ পোশাক প্রস্তুতকারক ও রফতানিকারক সমিতির (বিজিএমইএ) সভাপতি মাহমুদ হাসান খানের সঙ্গে গতকাল সৌজন্য সাক্ষাৎ করেছেন বাংলাদেশে নিযুক্ত দক্ষিণ কোরিয়ার রাষ্ট্রদূত পার্ক ইয়ং-সিক। সাক্ষাৎকালে বাণিজ্য ও বিনিয়োগ বৃদ্ধির উপায় নিয়ে আলোচনা হয়েছে।ঢাকার উত্তরায় বিজিএমইএ কমপ্লেক্সে এ সাক্ষাৎ অনুষ্ঠিত হয়। এ সময় বিজিএমইএর সহসভাপতি মো. শিহাব উদ্দোজা চৌধুরী, পরিচালক ফয়সাল সামাদ ও সদস্য ইসরাফিল আতিক উপস্থিত ছিলেন। সভায় রাষ্ট্রদূতের সঙ্গে ছিলেন কোরিয়ান দূতাবাসের কনসাল কিম জিয়ং কি ও হাইসাং টিএনসি করপোরেশনের (বাংলাদেশ লিয়াজোঁ অফিস) কান্ট্রি হেড, স্প্যানডেক্স পারফরম্যান্স ইউনিট, স্প্যানডেক্স প্লান্ট, নোহ চি উও।

স্থগিত হচ্ছে ক্রয়াদেশ, বন্ধ হতে পারে ২ শতাধিক পোশাক কারখানা জানতে চাইলে দেশের পোশাক মালিকদের সংগঠন বিজিএমইএ সভাপতি মাহমুদ হাসান খান বাবু সারাবাংলাকে বলেন, ‘যেহেতু শুল্ক পরিমাণ এখনো চূড়ান্ত হয়নি, ঠিক কী পরিমাণ প্রভাব পড়বে তা এখনই বোঝা যাচ্ছে না। তবে শুল্ক যদি ৩৫ শতাংশই থাকে, তাহলে ২০০ থেকে ৩০০ ফ্যাক্টরি বন্ধ হয়ে যাবে বলে আমার বলে ধারণা। প্রকৃত ক্ষতি আসলে কী পরিমাণ হবে, চূড়ান্ত শুল্ক নির্ধারণের পরই তার প্রভাব বুঝা যাবে।’ তিনি বলেন, ‘সরকার যেহেতু যুক্তরাষ্ট্রের সঙ্গে আলোচনা করছে এবং তারা আশাবাদী, তাই আমাদের আশাবাদী হওয়া ছাড়া উপায় নেই।’ তিনি আরও বলেন, ‘পোশাকের মোট রফতানির প্রায় ২০ শতাংশ যুক্তরাষ্ট্রে রফতানি হয়ে থাকে। দেশের প্রায় ৬০০ থেকে ৭০০ কারখানায় যুক্তরাষ্ট্রের কাজ হয়ে থাকে। তবে এসব ফ্যাক্টরি যে পুরো সময় যুক্তরাষ্ট্রের ক্রেতাদের কাজ করে তা নয়। শুল্কের প্রভাবে এসব কারখানায় ব্যাপক প্রভাব পড়বে।’জানতে চাইলে স্প্যারো গ্রুপ অব ইন্ডাস্ট্রিজের ব্যবস্থাপনা পরিচালক (এমডি) শোভন ইসলাম সারাবাংলাকে বলেন, যুক্তরাষ্ট্রে প্রতিবছর আমরা প্রায় দেড় হাজার কোটি টাকার পোশাক রফতানি করে থাকি। আমার মোট রফতানির প্রায় অর্ধেকই যুক্তরাষ্ট্রে। এখন পর্যন্ত আমাদের কোনো ক্রয়াদেশ বাতিল না হলেও ক্রেতারা নেতিবাচক মনোভাব দেখাচ্ছেন।’

যুক্তরাষ্ট্রের বাজারে অতিনির্ভরতার কারণে ঝুঁকিতে চট্টগ্রামের অনেক কারখানা সাড়ে তিন দশক আগে কোটাসুবিধায় যুক্তরাষ্ট্রের বাজারে প্রথম পোশাক রপ্তানি করেছিলেন এশিয়ান গ্রুপের তখনকার তরুণ উদ্যোক্তা মোহাম্মদ আবদুস সালাম। ২০০৫ সালে ১ জানুয়ারি কোটাপ্রথা উঠে গেলেও ক্রেতারা ছেড়ে যাননি তাঁকে; বরং মার্কিন ক্রেতাদের চাহিদা মেটাতে পোশাকের নতুন নতুন কারখানা গড়ে তুলেছেন তিনি। ২০২৪–২৫ অর্থবছরে গ্রুপটির ১৩ কারখানার ৭টিই শতভাগ পোশাক রপ্তানি করেছে শুধু যুক্তরাষ্ট্রে। সব মিলিয়ে এশিয়ান গ্রুপের মোট রপ্তানির ৯০ শতাংশই রপ্তানি হচ্ছে বড় এই বাজারে। আবদুস সালামের মতো চট্টগ্রামের উদ্যোক্তাদের যুক্তরাষ্ট্রের ওপর নির্ভরশীলতা বেশি। এই অতিনির্ভরতাকে এখন ঝুঁকি হিসেবে দেখছেন তাঁরা। কারণ, আগামী ১ আগস্ট থেকে যুক্তরাষ্ট্রের বাজারে বাংলাদেশের তৈরি পোশাক রপ্তানিতে বাড়তি ৩৫ শতাংশ শুল্ক আরোপ করেছেন ট্রাম্প। পাল্টা শুল্কের বিষয়ে সরকারের পক্ষ থেকে এখনো দর–কষাকষি চলছে। প্রতিযোগী দেশগুলোর তুলনায় বাংলাদেশের শুল্কহার বেশি হলে বিপদে পড়ার শঙ্কা দেখছেন চট্টগ্রামের উদ্যোক্তারা।

দাবি আদায়ে শ্রমিকদের রাস্তা অবরোধ না করার আহবান বিজিএমইএ’র স্থিতিশীল শ্রম পরিস্থিতি বজায় রাখার লক্ষ্যে আইন-বহির্ভূত দাবি বা যে কোনো দাবি আদায়ের নামে কিংবা তুচ্ছ ঘটনার জেরে রাস্তা অবরোধ না করার জন্য পোশাক খাতের শ্রমিকদের প্রতি আহবান জানিয়েছে দেশের তৈরি পোশাক মালিকদের সংগঠন বিজিএমইএ। রোববার (১৩ জুলাই) রাজধানীর উত্তরার বিজিএমইএ কার্যালয়ে আইবিসিভুক্ত শ্রমিক ফেডারেশন প্রতিনিধিদের সঙ্গে আয়োজিত এক মতবিনিময় সভায় এমন আহবান জানান সংগঠনের নেতারা। এ বিষয়ে আইবিসিভুক্ত শ্রমিক ফেডারেশনগুলোর সহযোগিতাও চাওয়া হয় সভায়।সোমবার (১৪ জুলাই) বিজিএমইএ’র এক সংবাদ বিজ্ঞপ্তিতে মত বিনিময় সভা অনুষ্ঠিত হওয়ার কথা জানিয়ে বলা হয়, পোশাক শিল্পের সার্বিক কার্যক্রম মসৃণভাবে পরিচালনার স্বার্থে সুষ্ঠু আইন-শৃঙ্খলা ও স্থিতিশীল শ্রম পরিবেশ বজায় রাখার লক্ষ্যে এ খাতের সকল শ্রমিক সংগঠনগুলোর সঙ্গে ধারাবাহিক মতবিনিময় করার উদ্যোগ নিয়েছে বিজিএমইএ। এরই অংশ হিসেবে আইবিসিভুক্ত শ্রমিক ফেডারেশন প্রতিনিধিদের সঙ্গে রোববার বৈঠক করা হয়।

বাণিজ্যের বাইরের শর্ত নিয়েই মূল দরকষাকষি বাংলাদেশি পণ্যের ওপর যুক্তরাষ্ট্রের আরোপ করা ৩৫ শতাংশ শুল্ক কমানোর আলোচনায় বাণিজ্যের বাইরেও অন্যান্য বিষয় গুরুত্বপূর্ণ হয়ে দাঁড়িয়েছে। বাণিজ্যের বাইরের বিভিন্ন শর্ত নিয়েই মূল দরকষাকষি হচ্ছে। যুক্তরাষ্ট্রের বাণিজ্য প্রতিনিধির (ইউএসটিআর) কার্যালয়ের সঙ্গে বাংলাদেশের দ্বিতীয় দফার বৈঠকের সঙ্গে সংশ্লিষ্ট একাধিক সূত্রে এমন তথ্য জানা গেছে। গত সপ্তাহে ওয়াশিংটনে ওই বৈঠক হয়। এদিকে, ওয়াশিংটন থেকে ফিরে বাণিজ্য উপদেষ্টা শেখ বশিরউদ্দীন গতকাল সোমবার ব্যবসায়ী ও বিশেষজ্ঞদের সঙ্গে বৈঠক করেছেন। বৈঠকে তিনি বাণিজ্যের বাইরে বিভিন্ন শর্তের বিষয়টি উল্লেখ করলেও বাণিজ্য উপদেষ্টা বিস্তারিত কিছু বলেননি। কেননা ওয়াশিংটনের সঙ্গে সম্ভাব্য শুল্ক চুক্তির বিষয়ে আগে থেকে প্রকাশ না করার বিষয়ে সরকারের চুক্তি রয়েছে। সংবাদ সম্মেলনে বাণিজ্য উপদেষ্টা অনেক প্রশ্নের জবাব দেননি। না দেওয়ার কারণ উল্লেখ করে তিনি বলেন, এ বিষয়ে যুক্তরাষ্ট্রের সঙ্গে বাংলাদেশের নন-ডিসক্লোজার অ্যাগ্রিমেন্ট (গোপনীয়তার চুক্তি) রয়েছে। এর ফলে বিস্তারিত বলা সম্ভব নয়।

South Korean ambassador urges alignment of EPZ Act with Labour Act to attract foreign investment South Korean Ambassador Park Young-sik on Monday stressed the need to further align Bangladesh’s Export Processing Zones (EPZ) Act 2019 with its Labour Act 2006 to create a more conducive environment for foreign investors. Highlighting the need to improve labour productivity, he also underscored the importance of enhancing the operational efficiency of the Chattogram port, terming it key to facilitating smoother trade operations. The foreign diplomat made the remarks at a courtesy call with Bangladesh Garment Manufacturers and Exporters Association (BGMEA) president Mahmud Hasan Khan at the latter’s Uttara office in the city.BGMEA vice president Md Shehab Udduza Chowdhury, director Faisal Samad, and member Israfil Atique were present while the Ambassador was accompanied by Kim Jeong ki, Consul at the Korean Embassy in Dhaka, and Noh Chy Woo, Country Head, Spandex Performance Unit and Spandex Plant, Hyosung TNC Corporation (Bangladesh Liaison Office).

BGMEA for attracting S Korean investment Bangladesh Garment Manufacturers and Exporters Association president Mahmud Hasan Khan has put emphasis on expanding Bangladesh’s apparel exports to South Korea and thus attracting Korean investment in non-textile sectors within Bangladesh. The BGMEA leadership also emphasized the need for enhanced market intelligence sharing and stronger business-to-business connectivity between Korean and Bangladeshi enterprises to deepen economic cooperation.Mahmud made the request when Park Young-sik, Ambassador of the Republic of Korea to Bangladesh, met him at the BGMEA Complex in the capital’s Uttara on Monday. The meeting focused on exploring avenues to strengthen bilateral trade and investment ties between Bangladesh and South Korea. Both sides discussed potential areas of collaboration, with particular emphasis on the textile and garment sectors. BGMEA vice-president Md Shehab Udduza Chowdhury, director Faisal Samad, and member Israfil Atique were present at the meeting, said a press release.

Chattogram’s garment factories fear fallout from US tariffs Owners of Chattogram-based readymade garment factories, many of which do business with buyers in the United States, are worried about a US tariff hike to 35 percent set to take effect on August 1. They, however, are still hopeful that the Bangladesh government will be able to negotiate a reduction. Otherwise, the future is bleak, they said. BGMEA Director SM Abu Tayyab said most of the garment factories in Chattogram are dependent on the US market, and the trade has been running for long. Last year, Tayyab's factory, Independent Apparels Ltd, exported around $60 million worth of sportswear and kidswear, and 90 percent of it was destined for the US market.
