ব্যাংক গ্যারান্টি দিয়ে শুল্ক–কর ছাড়াই কাঁচামাল আমদানির সুবিধা ব্যাংক গ্যারান্টি দিলে শুল্ক-কর ছাড়া কাঁচামাল আনার সুবিধা পাবেন আংশিক রপ্তানিকারকেরা। জাতীয় রাজস্ব বোর্ডের (এনবিআর) আজ সোমবার এক সংবাদ বিজ্ঞপ্তিতে এ কথা বলা হয়েছে। ২৫ সেপ্টেম্বর এ–সংক্রান্ত প্রজ্ঞাপন জারি হয়। এ প্রজ্ঞাপনের মাধ্যমে বিদ্যমান বন্ড ব্যবস্থাপনার শর্ত মেনে যেসব রপ্তানিমুখী শিল্পপ্রতিষ্ঠানের পক্ষে বন্ডেড ওয়্যারহাউস লাইসেন্স গ্রহণ সম্ভব হয়ে ওঠে না, তাদের জন্য শুল্ক-কর পরিশোধ না করে কাঁচামাল বা পণ্য আমদানি করার সুবিধা দেওয়া হয়েছে। শুল্কমুক্ত এ সুবিধা গ্রহণের জন্য আমদানিকারক প্রতিষ্ঠানকে আমদানি করা পণ্যের ওপর কাস্টমস কর্তৃপক্ষ কর্তৃক নিরূপিত শুল্ক করের সমপরিমাণ ব্যাংক গ্যারান্টি জমা দিতে হবে।

এইচঅ্যান্ডএমসহ বড় ক্রেতাদের বিক্রয় কেন্দ্র বন্ধের প্রভাব বাংলাদেশে পড়বে কি বিশ্বখ্যাত সুইডিশ ব্র্যান্ড এইচঅ্যান্ডএম গত ২৫ সেপ্টেম্বর প্রকাশ করে তাদের ‘নাইন-মান্থ রিপোর্ট ২০২৫’। প্রতিবেদনে উল্লেখ করা হয়, চলতি বছরের প্রথম নয় মাসে এইচঅ্যান্ডএম গ্রুপের ১৩৫টি বিক্রয় কেন্দ্র বন্ধ করে দেয়া হয়েছে। এইচঅ্যান্ডএমের বিক্রয় কেন্দ্র বন্ধের প্রভাব বাংলাদেশের ওপর পড়বে কিনা—জানতে চাইলে বিজিএমইএর জ্যেষ্ঠ সহসভাপতি ইনামুল হক খান বণিক বার্তাকে বলেন, ‘হ্যাঁ পড়তে পারে। প্রতিষ্ঠানটি কিছুটা স্ট্রাগলিং ছিল, এটা আমি জানি, কিন্তু অত খারাপ না, ভালোই চলছিল। কিছুদিন আগেও প্রতিষ্ঠানটির একটি সম্মেলনে ঘুরে এসেছি। আমার কাছে মনে হয়েছে তুলনামূলকভাবে তারা কিছু স্লো কিন্তু স্টোর বন্ধের ১৩৫ সংখ্যাটি অনেক বড়। নয় মাসে হলেও সংখ্যাটি অনেক। এত স্টোর বন্ধ হয়ে থাকলে সেটা একটা মেজর ইস্যু। এইচঅ্যান্ডএমের কাজ আমিও করি। সেখানে ক্রয় কমে যাওয়ার কোনো লক্ষণ দেখতে পাইনি।’

Now, more than a decade later, the ICD on the banks of the Buriganga in Keraniganj has turned into a glaring example of a project gone wrong. The facility remains grossly underutilised, running at less than 20% of its capacity – and at times as little as 5%.

Govt to conduct feasibility study for FTA with EU The government will begin a feasibility study soon to identify priority areas for negotiations on a free trade agreement (FTA) with the European Union (EU).The move aims to protect preferential trade benefits after the country graduates from the group of least developed countries (LDCs) to developing-nation status in November next year. On signing the trade deal with the EU, Commerce Secretary Mahbubur Rahman said the ministry will hold an inter-ministerial meeting next month to take a formal opinion from other ministries, departments and agencies of the government.

NBR waives duty on raw materials of partial exporters The National Board of Revenue allowed partial export-oriented industrial enterprises to import raw materials duty-free against bank guarantees. According to a press release, industrial enterprises engaged in export production but could not obtain bonded warehouse licences could import raw materials or goods without paying customs duties and taxes. The facility would be available subject to compliance with the existing conditions of the bonded warehouse management system. According to the press release, to take advantage of the duty-free benefit, the importers must submit a bank guarantee equivalent to the customs duties and taxes, determined by the customs authorities.

শিল্প খাতের ৯০ ভাগই ক্ষুদ্র উদ্যোগ দেশের শিল্প খাতের প্রায় ৯০ ভাগই সিএমএসএমই বা কুটির, অতিক্ষুদ্র, ক্ষুদ্র, এবং মাঝারি উদ্যোগ। যেখানে প্রায় ১১ দশমিক ৮ মিলিয়ন বা ১ কোটি ১৮ লাখ লোক কর্মরত আছে। জিডিপিতে (মোট দেশজ উৎপাদন) এখাতের অবদান ২৮ শতাংশ। তবে প্রয়োজনীয় ঋণ সহায়তা না পাওয়া, সরকারি সংস্থাগুলোর সমন্বয়হীনতা, অপ্রতুল অবকাঠামো, দক্ষতার স্বল্পতা, নীতি সহায়তা না পাওয়ার পাশাপাশি কঠিন শর্তাবলি, স্থানীয় ও বৈশ্বিক বাজারে অভিগম্যতার সীমাবদ্ধতা এবং নতুন প্রযুক্তি ব্যবহারে পিছিয়ে থাকার কারণে উদ্যোক্তাদের সম্ভাবনাকে কাজে লাগানো যাচ্ছে না বলে মনে করেন খাত সংশ্লিষ্ট ও বিশেষজ্ঞরা। গতকাল সোমবার ঢাকা চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রি (ডিসিসিআই) আয়োজিত ‘সিএমএসএমই খাতের ব্র্যান্ডিং ও বিপণন চ্যালেঞ্জ : রপ্তানির সম্ভাবনা’ বিষয়ক ফোকাস গ্রুপ আলোচনা সভায় তারা এমন মত দিয়েছেন। মতিঝিল ঢাকা চেম্বার মিলনায়তনে এ সভা অনুষ্ঠিত হয়। অনুষ্ঠানের মূল প্রবন্ধ উপস্থাপন করেন, ঢাকা চেম্বারের সভাপতি তাসকীন আহমেদ।
