সাক্ষাৎকারে বিজিএমইএ সভাপতি মাহমুদ হাসান খান : মধ্যপ্রাচ্যের সংকট না কাটলে রফতানি ঘুরে দাঁড়ানো অনিশ্চিত বৈশ্বিক ভূরাজনৈতিক অস্থিরতা, বিশেষ করে মধ্যপ্রাচ্যের সংকট ও জ্বালানি অনিশ্চয়তায় চাপে রয়েছে দেশের তৈরি পোশাক খাত। এমন প্রেক্ষাপটে রফতানির ভবিষ্যৎ, শিল্পের চ্যালেঞ্জ ও করণীয় নিয়ে কথা বলেছেন বিজিএমইএ সভাপতি মাহমুদ হাসান খান। সাক্ষাৎকারে তিনি বলেছেন, “বর্তমান সংকট সাময়িক হলেও প্রস্তুতি না থাকলে ক্ষতি বড় হতে পারে। তাই জ্বালানি নিরাপত্তা, কম সুদে অর্থায়ন এবং শক্তিশালী সাপ্লাই চেইন নিশ্চিত করাই এখন সবচেয়ে বড় অগ্রাধিকার।”

এপ্রিলে রপ্তানি আয়ে রেকর্ড ৩৩ শতাংশ প্রবৃদ্ধি এ ব্যাপারে বাংলাদেশ পোশাক প্রস্তুতকারক ও রপ্তানিকারক সমিতি-বিজিএমইএর সভাপতি ও রাইজিং ফ্যাশনস লিমিটেডের ব্যবস্থাপনা পরিচালক মাহমুদ হাসান খান খবরের কাগজকে বলেন, ‘গত এপিল মাসে রপ্তানি আয় বেড়েছে। এটা ভালো খরব। কারণ দেশে বহু ঘটনার পর গত ফেব্রুয়ারি মাসে জাতীয় নির্বাচন হয়েছে। নির্বাচিত সরকার ক্ষমতায় এসেছে। সেই বার্তায় বিশ্বের মানুষের মধ্যে আস্থা বেড়েছে। আবার এপ্রিলের পুরো মাসেই অফিস খোলা ছিল বলা যায়। কিন্তু গত বছরের এপ্রিল মাসে সপ্তাহ ব্যাপী ঈদের ছুটি ছিল। এই ছুটিতে সব কিছু বন্ধ ছিল। এর ফলে তুলনামূলক রপ্তানি আয় কম হয়েছে। এই জন্যই বছরের ব্যবধানে রপ্তানি আয় অনেক বেড়েছে।’

Exports rebound in April after 8 months, full recovery still uncertain Mahmud Hasan Khan, president of BGMEA, attributed the increase to two primary drivers."First, last year's Eid-ul-Fitr fell on 31 March, with holidays extending through 6 April, which significantly curtailed exports during that period. Compared to that low base, this year's full month of uninterrupted operations naturally resulted in much higher figures," he told TBS. He further noted that many international buyers had taken a "wait-and-see" approach ahead of the national elections in February. "Following a credible election, buyer confidence has stabilised, positively impacting April's earnings," Mahmud said.According to the BGMEA president, while the data shows a massive spike, organic export growth for April sat closer to 8-10%. He cautioned that May is unlikely to replicate this performance due to the upcoming Eid-ul-Azha holidays but expressed optimism for a rebound in June, provided geopolitical tensions in the Middle East subside.

বাংলাদেশ ব্যাংকে বৈঠক : বন্ধ কারখানায় টাকা দিতে নিশ্চয়তা চায় ব্যাংক দেশের বন্ধ হয়ে যাওয়া শিল্পকারখানাগুলো আবার চালু করতে অর্থায়নের ক্ষেত্রে সরকার বা বাংলাদেশ ব্যাংকের গ্যারান্টি চায় ব্যাংকগুলো, যাতে কোনো ঋণ আবার খারাপ হয়ে গেলে তার ক্ষতিপূরণ পেতে পারে ব্যাংকগুলো। রোববার বাংলাদেশ ব্যাংকে আয়োজিত এক সভায় ব্যাংকগুলোর প্রধান ঝুঁকি কর্মকর্তা (সিআরও) ও প্রধান ব্যবসা কর্মকর্তারা (সিবিও) এই অভিমত তুলে ধরেন। বাংলাদেশ ব্যাংকের ডেপুটি গভর্নর কবির আহাম্মদ সভায় সভাপতিত্ব করেন।জানা যায়, কর্মসংস্থান সৃষ্টি করতে বন্ধ কারখানা আবার চালু করার বিষয়ে সরকারের পক্ষ থেকে সম্প্রতি ঘোষণা দেওয়া হয়। এই ঘোষণা বাস্তবায়নে প্রয়োজনীয় তহবিল গঠন এবং একটি কার্যকর নীতিমালা প্রণয়নের উদ্যোগ নিয়েছে বাংলাদেশ ব্যাংক। সেই উদ্দেশ্যে অংশীজনদের মতামত গ্রহণের জন্য ব্যাংকের কর্মকর্তাদের সঙ্গে এই সভার আয়োজন করা হয়। যেখানে ব্যাংকের ঊর্ধ্বতন কর্মকর্তারা তাঁদের পর্যবেক্ষণ ও বিভিন্ন শর্ত তুলে ধরেন।

এলডিসি উত্তরণ তিন বছর পেছাতে অনুরোধ সরকার ও বেসরকারি খাতের স্বল্পোন্নত দেশের (এলডিসি) তালিকা থেকে উত্তরণের সময়সীমা তিন বছর বাড়ানোর প্রস্তাবে জোরালো সমর্থন জানিয়েছে বিজিএমইএ। সংগঠনটি মনে করে, সময়সীমা বাড়ানো হলে টেকসই ও মসৃণ উত্তরণের জন্য একটি কার্যকর রোডম্যাপ প্রণয়ন ও প্রয়োজনীয় সংস্কার সম্পন্ন করা সহজ হবে। রোববার বিজিএমইএ এক সংবাদ বিজ্ঞপ্তিতে জানায়, সরকার ও বেসরকারি খাতের যৌথ উদ্যোগে একযোগে কাজ করার মাধ্যমে শিল্পের সক্ষমতা বৃদ্ধি ও প্রয়োজনীয় সংস্কার সম্পন্ন করে সামগ্রিক অর্থনীতির একটি শক্তিশালী ভিত্তি গড়ে তোলা সম্ভব হবে।এ বিষয়ে গত ২৯ এপ্রিল জাতিসংঘের কমিটি ফর ডেভেলপমেন্ট পলিসি (ইউএন-সিডিপি) বাংলাদেশের প্রতিনিধি দলের সঙ্গে এক ভার্চুয়াল পরামর্শ সভা করে। বাংলাদেশের প্রতিনিধি দলের নেতৃত্ব দেন বাণিজ্যমন্ত্রী খন্দকার আব্দুল মুক্তাদির, প্রধানমন্ত্রীর অর্থ ও পরিকল্পনা উপদেষ্টা ড. রাশেদ আল মাহমুদ তিতুমীর ও পরিকল্পনা প্রতিমন্ত্রী মো. জোনায়েদ আব্দুর রহিম সাকি। প্রতিনিধি দলে বিনিয়োগ উন্নয়ন কর্তৃপক্ষ (বিডা) ও অর্থনৈতিক সম্পর্ক বিভাগের ঊর্ধ্বতন কর্মকর্তারাও ছিলেন। সভায় বেসরকারি খাতের পক্ষ থেকে বিজিএমই’র সভাপতি মাহমুদ হাসান খানের নেতৃত্বে একটি প্রতিনিধি দল অংশ নেয়। এ সময় সংগঠনটির পরিচালক ফয়সাল সামাদ উপস্থিত ছিলেন। পাশাপাশি পাদুকা ও চামড়াজাত পণ্য রপ্তানিকারক সমিতি, ওষুধ শিল্প সমিতি ও ঢাকা চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রির নেতারাও নিজেদের অবস্থান তুলে ধরেন।

বণিক বার্তা
দেশের আমদানি-রফতানি দুই খাতেই মন্দা বিসিআই সভাপতি আনোয়ার-উল আলম চৌধুরী পারভেজ বণিক বার্তাকে বলেন, ‘এখন বড় গ্রোথ বা প্রবৃদ্ধির দরকার নেই। বিদ্যমান শিল্প ও সার্ভিস সেক্টরগুলো অন্তত যাতে টিকে থাকতে পারে, সরকারকে এখন সে ধরনের একটি এনভায়রনমেন্ট ক্রিয়েট (পরিবেশ তৈরি) করে দেয়ার দিকেই বেশি নজর দিতে হবে।’ চলতি অর্থবছরে দেশের রফতানি পরিস্থিতি নিয়ে জানতে চাইলে বিজিএমইএ সভাপতি মাহমুদ হাসান খান বণিক বার্তাকে বলেন, ‘আগস্ট অনওয়ার্ড রফতানি কমার অন্যতম প্রধান কারণ হলো যুক্তরাষ্ট্রের ট্যারিফ। এরপর আছে বাংলাদেশের প্রেক্ষাপট, যেমন নির্বাচন, যা আদৌ হবে কিনা তা নিয়ে উদ্বেগের পাশাপাশি নির্বাচন-পরবর্তী আইন-শৃঙ্খলা পরিস্থিতি নিয়েও ক্রেতাদের উদ্বেগ ছিল। বিশেষ করে জানুয়ারি থেকে মার্চ পর্যন্ত।’ আমদানি হ্রাস প্রসঙ্গে মাহমুদ হাসান খান বলেন, ‘আমদানি নির্ভর করে রফতানির ওপর। রফতানি প্রক্ষেপণ ও ক্রয়াদেশ যদি কম থাকে তাহলে আমদানি কম থাকারই কথা। আবার কাঁচামালের দাম ওঠানামার বিষয়টি এক্ষেত্রে বিবেচ্য বিষয় হয়ে দাঁড়ায়। মধ্যপ্রাচ্যে যুদ্ধ পরিস্থিতির আগে তৈরি পোশাকের কাঁচামালের দাম মোটামুটি স্ট্যাবল ছিল। সব মিলিয়েই রফতানি কমেছে, আবার আমদানিও কমেছে।’

নতুন কারখানার জন্য এফওসি সুবিধায় কাঁচামাল আনার সুযোগ চায় বিজিএমইএ নতুন শিল্প প্রতিষ্ঠানের ক্ষেত্রে বিদেশি ক্রেতার দেওয়া ফ্রি অব কস্ট (এফওসি) ভিত্তিতে পাঠানো কাঁচামাল আমদানির অনুমোদন দিতে সরকারকে নির্দেশনা দেওয়ার আহ্বান জানিয়েছে তৈরি পোশাক শিল্প মালিকদের সংগঠন বিজিএমইএ। বাণিজ্য মন্ত্রণালয়ের সচিবের কাছে পাঠানো এক চিঠিতে এমন অনুমোদন চেয়েছে বলে জানা গেছে। গত ২৭ এপ্রিল ওই চিঠি বাণিজ্য ছাড়াও এনবিআরের দপ্তরে পাঠিয়েছে।

Total number of LEED-certified RMG factories now 284 According to the Bangladesh Garment Manufacturers and Exporters Association, of the 284 green factories, 121 are platinum-rated, 144 gold-rated, 15 silver-rated, and 4 are certified.In April of this year, Mohiuddin Rubel, managing director of Bangladesh Apparel Exchange and former BGMEA director, said Bangladeshi manufacturers were proactively complying with evolving standards, including energy optimization, water stewardship, carbon efficiency, and climate-resilient infrastructure, in response to the world’s emphasis on ESG performance and sustainability. He also said that the LEED certification has evolved into a strategic competitive advantage for the industry and serves as a sustainability benchmark, which represents a deeper transition and preparations for the next phase of global sustainability requirements, such as EU regulations, carbon pricing mechanisms, and digital transparency frameworks, while still delivering at scale.

পোশাক খাতে যুক্ত হলো আরো ৪ লিড সনদপ্রাপ্ত কারখানা বাংলাদেশের তৈরি পোশাক (আরএমজি) খাত টেকসই ও পরিবেশবান্ধব শিল্পায়নে আরো একধাপ এগিয়েছে। নতুন করে ৪টি কারখানা আন্তর্জাতিক স্বীকৃত ‘লিড’ (LEED) সনদ অর্জন করায় দেশে এ ধরনের কারখানার মোট সংখ্যা দাঁড়িয়েছে ২৮৪টিতে। বিজিএমইএর সাবেক পরিচালক এবং ডেনিম এক্সপার্ট লিমিটেডের অতিরিক্ত ব্যবস্থাপনা পরিচালক মহিউদ্দিন রুবেল বলেন, ‘টেকসই শিল্পায়নের সূচকে বাংলাদেশ এখন বৈশ্বিক নেতৃত্বের কাতারে। নতুন চারটি কারখানার সংযোজন এ অগ্রযাত্রাকে আরো বেগবান করেছে। তিনি আরো উল্লেখ করেন, এই ধারাবাহিকতা বজায় রাখতে উদ্যোক্তা, নীতিনির্ধারক এবং আন্তর্জাতিক অংশীদারদের সমন্বিত উদ্যোগ অপরিহার্য।
