GOVERNMENT’S FIRST SIX MONTHS : Investment hopes rise, but hurdles remain Six months into the BNP-led government, businesses are hopeful that investment will finally revive, but high lending rates, energy shortages, economic uncertainty and slow implementation of policy support continue to hold back new ventures and expansion. BGMEA President Mahmud Hasan Khan said, “Our members are concerned about the new condition imposed by Bangladesh Bank. If a policy support is not granted after a lawsuit is withdrawn, the concerned entrepreneur could become a defaulter. There would be no safety net for them.” He said applications for incentives or policy support and decisions on withdrawing lawsuits should proceed simultaneously. “The lawsuit withdrawal should take place at a specific stage. For example, a copy of the withdrawal could be submitted after the bank’s board approves the policy support file but before the decision becomes effective. We have written to the central bank requesting that these issues be considered,” he said. Mahmud Hasan also said BGMEA had not recommended any factory that no longer existed. The factories on its list had been audited by two audit firms, he added.

কিস্তিতে গ্যাস-বিদ্যুৎ বিল দিতে চান ব্যবসায়ীরা চলমান গ্যাস ও বিদ্যুৎ সংকটের কারণে শিল্প উৎপাদন ব্যাহত হচ্ছে। যা এখনো বিদ্যমান রয়েছে। এ নিয়ে সভা-সেমিনারে সরকারের দৃষ্টি আকর্ষণ করেছেন ব্যবসায়ী নেতারা। সরকার পরিস্থিতি সমাধানে চেষ্টা করলেও আপাতত তা হচ্ছে না বলে জানিয়েছে সংশ্লিষ্ট মন্ত্রণালয়। এ পরিস্থিতিতে রপ্তানিমুখী তৈরি পোশাকশিল্প মালিকরা জুলাই ও আগস্ট মাসের গ্যাস-বিদ্যুৎ বিল আগামী ১২ মাসে কিস্তিতে দিতে চাচ্ছেন। বিষয়টি চিঠির মাধ্যমে বিদ্যুৎ, জ্বালানি ও খনিজসম্পদমন্ত্রী ইকবাল হাসান মাহমুদকে জানিয়েছে বাংলাদেশ নিটওয়্যার প্রস্তুতকারক ও রপ্তানিকারক সমিতি (বিকেএমইএ)। সংগঠনটির সভাপতি মোহাম্মদ হাতেম দেশ রূপান্তরকে বিষয়টি নিশ্চিত করেছেন।

ইইউতে পোশাক রপ্তানি নিম্নমুখী বিশ্বজুড়ে অর্থনৈতিক মন্দা, মূল্যস্ফীতি এবং ইউরোপের বাজারে ভোক্তাচাহিদা সংকোচনের সরাসরি প্রভাব পড়েছে দেশের তৈরি পোশাক খাতে। ২০২৬ সালের প্রথম ছয় মাসে (জানুয়ারি-জুন) ইউরোপীয় ইউনিয়নের (ইইউ) বাজারে সার্বিক তৈরি পোশাক আমদানি প্রায় ১০ শতাংশ কমে গেছে। বৈশ্বিক এই মন্দার ধাক্কায় ইইউর অন্যতম শীর্ষ সরবরাহকারী দেশ বাংলাদেশের তৈরি পোশাক রপ্তানি আয়ও বড় অঙ্কের পতনের মুখে পড়েছে। অর্ধবার্ষিক হিসাবে প্রবৃদ্ধিতে বড় ধস নামলেও জুনের একক পারফরম্যান্সে কিছুটা ঘুরে দাঁড়িয়েছে। বাংলাদেশ পোশাক প্রস্তুতকারক ও রপ্তানিকারক সমিতির (বিজিএমইএ) সাবেক পরিচালক, বাংলাদেশ অ্যাপারেল ভয়েসের প্রতিষ্ঠাতা মো. মহিউদ্দিন রুবেল বাংলাদেশ প্রতিদিনকে বলেন, ‘ইউরোপের বাজারে দুর্বল চাহিদা এবং মূল্যচাপের কারণে বাংলাদেশের রপ্তানি ক্ষতিগ্রস্ত হয়েছে। তবে জুনের প্রবৃদ্ধি আগামী মাসগুলোয় বাজার ধীরে ধীরে স্থিতিশীল হওয়ার সম্ভাবনার ইঙ্গিত দিচ্ছে।’

পোশাক রপ্তানিতে ইউরোপের বাজারেও প্রতিযোগিতায় পিছিয়ে বাংলাদেশ যুক্তরাষ্ট্রের পর এবার ইউরোপীয় ইউনিয়নের বাজারেও বাংলাদেশের তৈরি পোশাক রপ্তানি প্রতিযোগিতার দৌড়ে পিছিয়ে পড়ছে। দেশের মোট রপ্তানি আয়ের প্রায় অর্ধেকই আসে ইউরোপীয় ইউনিয়ন থেকে। ফলে এই গুরুত্বপূর্ণ বাজারে প্রতিযোগী দেশগুলোর তুলনায় বাংলাদেশের অবস্থান দুর্বল হয়ে পড়া রপ্তানি খাতের জন্য নতুন করে উদ্বেগ তৈরি করেছে। রপ্তানিকারকরা মনে করছেন, যুক্তরাষ্ট্র চীনা পণ্যের ওপর ৫০ শতাংশ শুল্ক আরোপের পর চীনের তৈরি পোশাক উৎপাদকরা তাদের পণ্যের একটি বড় অংশ ইউরোপীয় বাজারে আরও প্রতিযোগিতামূলক দামে সরিয়ে নিতে শুরু করেছেন।ফলে বাংলাদেশের রপ্তানিকারকদের জন্য ইইউর বাজারে প্রতিযোগিতা আরও কঠিন হয়ে উঠেছে। একই সময়ে ইউরোপীয় ইউনিয়নের সঙ্গে মুক্ত বাণিজ্য চুক্তির আওতায় ভিয়েতনাম যে অগ্রাধিকারমূলক বাজার সুবিধা পাচ্ছে, তা দেশটির প্রতিযোগিতা সক্ষমতাকে আরও শক্তিশালী করেছে।
