১ ফেব্রুয়ারি থেকে টেক্সটাইল মিল বন্ধ রাখার সিদ্ধান্ত আপাতত স্থগিত সরকারের আশ্বাসে আসন্ন জাতীয় নির্বাচন ও গণভোটকে সামনে রেখে আগামী ১ ফেব্রুয়ারি থেকে সব টেক্সটাইল মিল বন্ধ রাখার সিদ্ধান্ত আপাতত স্থগিত করার ঘোষণা দিয়েছে বাংলাদেশ টেক্সটাইল মিলস অ্যাসোসিয়েশন (বিটিএমএ)। বৃহস্পতিবার এক সংবাদ বিজ্ঞপ্তিতে এ তথ্য নিশ্চিত করেছে বিটিএমএ। বিজ্ঞপ্তিতে জানানো হয়, গত মঙ্গলবার (২৭ জানুয়ারি) বাণিজ্য মন্ত্রণালয়ের সম্মেলন কক্ষে বাণিজ্য উপদেষ্টা শেখ বশিরউদ্দীনের সভাপতিত্বে তৈরি পোশাক ও টেক্সটাইল খাতের বিদ্যমান সমস্যাসমূহ নিরসনে একটি গুরুত্বপূর্ণ সভা অনুষ্ঠিত হয়। সভায় স্পিনিং সেক্টরের চলমান সংকট ও সমস্যাসমূহ নিয়ে বিস্তারিত আলোচনা করা হয়। সভায় বাণিজ্য উপদেষ্টা স্পিনিং শিল্পের সমস্যাগুলোর যৌক্তিকতা স্বীকার করে দেশের রপ্তানি বাণিজ্য ও শিল্পখাতে এ খাতের কৌশলগত গুরুত্ব তুলে ধরেন। একই সঙ্গে তিনি সরকারের পক্ষ থেকে অতি দ্রুত সময়ের মধ্যে এসব সমস্যার কার্যকর, বাস্তবসম্মত ও ন্যায্য সমাধানে দৃঢ় অঙ্গীকার ব্যক্ত করেন।

Mohiuddin Rubel, former director of BGMEA and managing director of Bangladesh Apparel Exchange, said that HAMS Garments Ltd.’s achievement of securing USGBC LEED Platinum certification with a score of 108 out of 110 is a global record, being the highest rated LEED Certified RMG factory in the world.Rubel, also the additional managing director of Denim Expert Ltd. said what makes the milestone particularly significant is that it was achieved within the context of Bangladesh’s Ready-Made Garment sector—an industry often discussed globally through the lens of scale rather than sustainability.

পোশাকসহ ৫ খাতের কাঁচামাল আনা যাবে বিনা শুল্কে নতুন আমদানি নীতি আদেশ জারি হলে আমদানি পণ্য দ্রুত খালাস হবে। আর যেসব ক্ষেত্রে পণ্য পরীক্ষা করতে হয়, সেগুলোর পরীক্ষার ফলাফল প্রথমবার বিরূপ হলে দ্বিতীয়বারও পরীক্ষা করা যাবে। এ রকম লক্ষ্য নিয়ে তিন বছর মেয়াদি নতুন ‘আমদানি নীতি আদেশ, ২০২৫-২৭’-এর খসড়া গতকাল বৃহস্পতিবার উপদেষ্টা পরিষদের বৈঠকে অনুমোদিত হয়েছে। উপদেষ্টা পরিষদ সূত্রে এ তথ্য জানা গেছে। রপ্তানি সম্প্রসারণ ও বিনিয়োগ বৃদ্ধির জন্য শতভাগ রপ্তানিমুখী কয়েকটি খাতের জন্য বিনা শুল্কে কাঁচামাল আমদানির বিধান নতুনভাবে যুক্ত করা হয়েছে বলে সারসংক্ষেপে উল্লেখ করা হয়েছে। বলা হয়েছে, তৈরি পোশাক, চামড়া ও চামড়াজাত পণ্য, পাদুকা, জাহাজ নির্মাণ, ফার্নিচার ও ফার্নিসিং উৎপাদনকারী প্রতিষ্ঠানগুলো তাদের পণ্য উৎপাদনে প্রয়োজনীয় উপকরণ বা কাঁচামাল বিনা শুল্কে আমদানি করতে পারবে।

BTMA postpones shutting down member factories on Feb 1 The Bangladesh Textile Mills Association (BTMA) has temporarily postponed the decision to close textile mills from February 1 (Sunday). This information was given in a press release sent to the media on Thursday (January 29). BTMA said that the decision to temporarily suspend the program to close textile mills has been taken considering the positive progress in the ongoing discussions on yarn imports, as well as the upcoming national parliamentary elections and referendum.The press release further said that on January 27, a meeting was held in the conference room of the Ministry of Commerce under the chairmanship of Commerce Adviser Sheikh Bashiruddin to resolve the existing problems of the ready-made garments and textile sectors.

ইইউর সঙ্গে চুক্তি : বাংলাদেশের পোশাকের ব্যবসা দখলের আশায় ভারত ইউরোপীয় ইউনিয়নের (ইইউ) সঙ্গে মুক্ত বাণিজ্য চুক্তি করে যুক্তরাষ্ট্রের শুল্কের ধাক্কা সামলে ওঠার পাশাপাশি পোশাকের ব্যবসায় বাংলাদেশকেও টেক্কা দেওয়ার আশা করছে ভারত। ওই চুক্তির আওতায় ভারত থেকে যেসব পণ্য ইউরোপীয় ইউনিয়নের ২৭ দেশের বাজারে প্রবেশ করবে, তার বেশির ভাগই বিশেষ সুবিধা পাবে। ভারতীয় পোশাকপণ্যের ওপর ইউরোপের বিদ্যমান প্রায় ১২ শতাংশ শুল্ক শূন্যে নেমে আসবে। চামড়াজাত পণ্য, সামুদ্রিক পণ্য, হস্তশিল্প ও গয়নার মতো ভারতীয় পণ্যের ক্ষেত্রে শুল্ক কমানো হবে, বা বিনা শুল্কে প্রবেশাধিকার পাবে।

প্রথম আলো
নতুন বিদেশি বিনিয়োগ কমেছে : বিনিয়োগে চমক দেখাতে পারেনি অন্তর্বর্তী সরকার সরাসরি বিদেশি বিনিয়োগ (এফডিআই) আনায় প্রতিযোগী দেশগুলোর থেকে পিছিয়ে রয়েছে বাংলাদেশ। রাজনৈতিক পটপরিবর্তনের পর পরিস্থিতি আরও খারাপ হয়েছে। বিনিয়োগ উন্নয়ন কর্তৃপক্ষের (বিডা) শীর্ষ পদের জন্য সিঙ্গাপুর থেকে তরুণ ব্যাংকার আশিক চৌধুরীকে উড়িয়ে এনে চমক দিয়েছিল অন্তর্বর্তী সরকার। তবে অন্য ক্ষেত্রে চমক দেখালেও গত ১৬ মাসে বিদেশি বিনিয়োগ আনায় চমক দেখাতে পারেননি আশিক চৌধুরী।

ভারত-ইইউ এফটিএ স্বাক্ষর : ইউরোপীয় ইউনিয়নে রপ্তানিতে আরও ঝুঁকিতে বাংলাদেশ ইউরোপীয় ইউনিয়নের (ইইউ) ২৭ দেশে বাংলাদেশের রপ্তানি আরও ঝুঁকিতে পড়েছে। ভারতের সঙ্গে ইইউ জোটের মুক্ত বাণিজ্য চুক্তি (এফটিএ) নতুন এই ঝুঁকির নাম। এই চুক্তির ফলে ভারতীয় তৈরি পোশাক ইইউর দেশগুলোতে শুল্কমুক্ত সুবিধা পাবে। এতদিন ১২ থেকে ১৫ শতাংশ শুল্ক আরোপ ছিল ভারতীয় পণ্যে। আগামী নভেম্বর মাসে স্বল্পোন্নত দেশের (এলডিসি) কাতার থেকে উত্তরণের তিন বছর পর বাংলাদেশের পণ্যে আর এখনকার মতো শুল্কমুক্ত সুবিধা থাকবে না। তখন ১২ থেকে ১৫ শতাংশ শুল্ক ধার্য হবে বাংলাদেশের পণ্যে। তৈরি পোশাকের তুমুল প্রতিযোগিতার বাজারে যেখানে ১ থেকে ২ সেন্টের কারণে এক দেশ থেকে অন্য দেশে রপ্তানি আদেশ সরিয়ে নেয় ব্র্যান্ড ক্রেতারা; সেখানে এই ১৫ শতাংশ শুল্কের ব্যবধান বাংলাদেশকে প্রতিযোগিতায় অনেক পিছিয়ে দেবে বলে আশঙ্কা করা হচ্ছে।
