Today marks the 27th death anniversary of Late M. Noorul Quader, a visionary and pioneer of Bangladesh’s 100% export oriented ready made garment industry.
M. Noorul Quader's career was marked by distinction and dedication. He began his career in the air force and later became a Civil Servant of Pakistan in 1961. His exceptional administrative skills allowed him to move quickly up the ranks and he was serving as the District Commissioner of Pabna when the liberation war started in 1971. Quader proved himself to be a true patriot and valiant freedom fighter, being the first to liberate Pabna, following which he served as the first establishment secretary in the ‘Mujibnagar’ government in Calcutta, India. After independence he served in various ministries, including the Establishment Division of Cabinet Affairs, Communication, Railways, Shipping and was the founder chairman of the Bangladesh Parjatan Corporation, our official tourism organisation in Bangladesh. Finally, in 1975, he left the government service to become an entrepreneur.
In the history of Bangladesh, M. Noorul Quader stands out as a visionary. He wasn't just a business magnate; he played a vital role in shaping the country's future. His journey is proof of how innovation and the actions of one person can transform an entire industry.
M. Noorul Quader's vision brought a revolution in the RMG industry. He pioneered the 100% export-oriented RMG industry in Bangladesh, transforming the country into a global manufacturing hub. His collaborative agreement with Daewoo Corporation in 1977 marked a turning point, as Desh Garments Ltd. became the first 100% export-oriented ready made garments industry in Bangladesh. He sent 130 young men and women to South Korea for technical and marketing training, paving the way for rapid industry growth. He was the innovator of the Back to Back Letter of Credit banking system and introduced the concept of the Duty Free Bonded warehouses at the factory level.
Many employees went on to establish their garments export factories, spreading the know-how and diversifying the industry into various products. By 1985, Bangladesh boasted over 700 garment factories.
The impact of Late M. Noorul Quader's initiatives was colossal. His vision of Bangladesh as a significant global garments producer became a reality, with approximately 5000 domestic garment companies operating at one point. The industry now employs over 4 million workers and churn out a staggering USD 43 billion in exports. He not only rewrote the economic landscape of Bangladesh but also redefined the future of millions.
M. Noorul Quader's life story is a testament to the power of vision and determination. He transcended his humble beginnings to become a legend. His legacy continues to thrive in the RMG industry, where his name is synonymous with progress, innovation, and success.
